CALL TO ORDER: Mayor England
PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Reece
COUNCIL PRESENT: Dan Heiner, Roger Hernandez, and Norman Reece.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works
Director Bridger Morrison, Planning Manager Don Matson, Development Services Manager
Sean Harris, Police Chief Nick Sasser, Fire Chief Merlin Miller, Human Resource Director Scott
Gummersall, City Treasurer Rich Morgan, and Deputy Clerk Alexis Thompson.
Mayor England excused Councilmember Melanie Evans from the meeting.
APPROVAL OF MINUTES: March 19, 2025.
Councilmember Reece motioned for approval of the Council Meeting minutes.
Councilmember Heiner seconded motion for approval of minutes.
Roll Call: Reece -yes, Heiner -yes, Hernandez -recused, motion passed.
GENERAL BUSINESS:
1. Approval of Annual Impact Fee Advisory Committee Recommendation/Report.
(Council will discuss an annual report/recommendation on city impact fees).
City Treasurer Rich Morgan presented a recommendation/report from the Impact Fee
Advisory Committee, which included a 12 -month inflationary increase in the municipal
cost index of 1.34%.
Councilmember Heiner motioned to accept the annual report from the Impact Fee Advisory
Committee, and approve the recommendation for a 12 -month inflationary increase in the
municipal cost index of 1.34%.
Councilmember Hernandez seconded motion for approval.
Roll Call: Hernandez -yes, Reece -yes, Heiner -yes, motion passed.
2. Approval of Requests for Funding for FY2025.
(Council will discuss funding requests).
Councilmember Hernandez motioned to approve $4,000 for the Bannock County Veterans
Memorial Association. Councilmember Reece seconded motion for approval.
Roll Call: Reece -yes, Heiner -yes, Hernandez -yes, motion passed.
3. Discussion on the Comprehensive Plan Update.
Planning Manager Don Matson gave an update on the Comprehensive Plan update.
4. Discussion on options for improvements to Tree Valley Road in conjunction with Casa
Del Tree Valley subdivision improvements.
Planning Manager Don Matson gave some history on Tree Valley Road. City Staff has
talked to the property owners about donating right of way, and a local improvement
district.
The Council discussed certain road improvements, and possible funding mechanisms
for improvements, and asked City Staff to continue working with the property owners.
5. Discussion and Possible Approval of a Termination of Road Improvement Agreement
regarding certain road improvements to Hawthorne Road with the Pine Ridge Mall; and
Possible Adoption of Resolution 2025-02 Termination of Road Improvements.
(Council will discuss the application and if it meets City code).
Public Works Director Bridger Morrison presented an agreement and resolution for the
termination of a road improvement agreement regarding certain road improvements to
Hawthorne Road with the Pine Ridge Mall
Councilmember Reece motioned for adoption of Resolution 2025-02 as presented.
Councilmember Hernandez seconded motion for adoption.
Roll Call: Heiner -yes, Hernandez -yes, Reece -yes, motion passed.
CLAIMS:
1. City of Chubbuck claims for April 2, 2025 as presented to Mayor England and
Council.
Councilmember Heiner motioned to approve the City of Chubbuck Claims as presented.
Councilmember Reece seconded motion for approval.
Roll Call: Hernandez -yes, Reece -yes, Heiner -yes, motion passed.
