City of Chubbuck Impact Fee Advisory Committee
Regular Meeting

MINUTES
Board Members Present: Chair Jason Mendenhall, Boyd Byrd, Mike Schwartz, and Carrie Holm,
Staff Members Present: Attorney Ryan Lewis, Planning Manager Don Matson, Police Chief Nick
Sasser, Fire Chief Merlin Miller, and City Clerk Joey Bowers.
Mendenhall called the meeting to order at 6:00pm.
Mendenhall asked if any commissioners had a conflict of interest with the items before the
board. None were reported.
APPROVAL OF MINUTES for February 25, 2025.
Mendenhall entertained a motion to approve the minutes as emailed. Schwartz moved to accept
the meeting minutes of February 25, 2025 as emailed; Byrd seconded. The full commission
approved.
GENERAL BUSINESS
1. Presentations from City Departments.
Police Chief Nick Sasser gave an update on the Police Department and how they have
continued to use the monies as established by their plans to maintain levels of service. No
changes are anticipated, other than a possible inflationary adjustment.
Fire Chief Merlin Miller gave an update on the Fire Department and how they have
continued to use the monies as established by their plans to maintain levels of service. No
changes are anticipated, other than a possible inflationary adjustment.
2. The Committee may move to make a recommendation for the City Council regarding
impact fees in accordance with Idaho Code section 67-8205(3)(d-e) or the Committee
may provide direction to City staff about what information the Committee would like to
review at the next meeting in order to file a report to the City Council.
Schwartz motioned to make a recommendation to the City Council regarding impact fees in
accordance with Idaho Code section 67-8205(3)(d-e), including a recommendation for a 12-
month inflationary increase in the municipal cost index of 1.34%. Byrd seconded.
With all committee members understanding the motion they voted.
Roll Call Vote: Carrie Holm, Yes; Jason Mendenhall, Yes; Mike Schwartz, Yes; Boyd Byrd,
Yes; Motion carried.
ADJOURN: Mendenhall adjourned sine die at 6:30.
