HomeMy WebLinkAbout03 05 2025 Study SessionCHUBBUCK, 1 0 A H 0 City of Chubbuck Council Study Session Minutes March 5, 2025 4:00 PM City Hall Council Chambers 290 East Linden, Chubbuck, ID 83202 CALL To ORDER: Mayor England COUNCIL PRESENT: Norman Reece, Dan Heiner, Melanie Evans, and Roger Hernandez. STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works Director Bridger Morrison, Public Works Operations Manager Karn Berger, Senior Engineering Tech Derek Kennedy, Community Services Director Devin Hillam, Development Services Manager Sean Hams, Lieutenant Chris Kjos, Fire Chief Merlin Miller, Human Resource Director Scott Gummersall, City Treasurer Rich Morgan, and City Clerk Joey Bowers. GENERAL BUSINESS: 1. Discussion on Requests for Funding. IA. Joe Borich represented meals on wheels. Mr. Borich stated that meals on wheels provides ready to eat meals to elderly and disabled individuals Monday through Friday with the availability to get frozen meals for the weekend. Mr. Borich also went over where meals on wheels gets its current funding. Meals on wheels requested $10,000. 1B. Executive Director Sarah O'Banion represented Family Services Alliance. Mrs. O'Banion thanked the City for their support and gave a history of what Family Services Alliance does and how they help the victims of these crimes. Mrs. O'Banion stated that all their services are free and confidential. These services include providing shelter, finding permanent housing, assist with Bannock County court processes, long term support for families, therapy for children, and improve parent/child attachment with the non-violent parent. Family Services Alliance requested $7,000 1 C. Jeffery Glissendorf represented Visit Pocatello and Visit Chubbuck. Mr. Glissendorf presented a progress report, and the most recent tourism statistics. Visit Pocatello/Chubbuck requested $15,000. 1D. CEO MiaCate Kennedy represented Bannock Development Authority (BDC). Ms. Kennedy submitted an investment impact letter. BDC requested $15,000. IE. Director Mike Hirschi represented the Area Agency on Aging at Southeast Idaho Council of Governments (SICOG). Mr. Hirschi requested $5,000 to support Home -Care and Respite -Care programs benefiting older adults and caregivers within Chubbuck. IF. Kevin Koester represented Portneuf Soil and Water Conservation District. Mr. Koester gave a history about the Portneuf Soil and Water Conservation District, and its current projects. Portneuf Soil and Water Conservation District requested $3,500. 2. Discussion on FY25 General Fund Revenue, Human Resources, and related expenses. City Treasurer Rich Morgan presented estimated general fund revenues, human resource, and wage related expenses. 3. Discussion on Surplus Fire Truck. Fire Chief Merlin Miller presented three surplus fire trucks for disposal. Chief Miller would like to donate these to another fire district.
