HomeMy WebLinkAbout05 08 1956 CMMinutes of the Regular Meeting of the Board of Trustees of' the Village of Chubbuck, held in the Municipal Building in the Village of Chubbuck, Tuesday, May 8.,L956. Meeting called to order 8:30 P.M. Members present were Mr. Va~enty, Mr. Ward and Mr. Frasure. and Mr. Fenwick. Village Attorney Max Whittier was present. Absent were Mr. Nansen Minutes of the last meeting were then read and approved as read. The Water Ordinance was checked and it was found that the minimum charge per month Would allow the user 10,OOO gallons per month instead of the 20,000 gallons per month as was stated in the previous minutes. Bills for the month were then read and approved for payment. Motion made by Mr. Frasure, seconded byMr. 'Ward. Ail members in favor. Bills were as follows: R. Mr. Draper had refused to start work until an agreement was signed by all the Board members and the property owner, whose property lies adjacent to the canal. The agreement has been si~ned and copy is on file in Village Office. The Ray Bowden Line damage was discussed and it was decided that the Neighbors had gone ahead and filled in the trench to repair the damage. The Magleby water meter was discussed. It was found that there was a break in the pipe ahead of the meter and that the water from the leak did not go through or register on the meter. A new meter has been installed and a reading was taken. The r~ding showed that 5,620 gals. water have been used in 6 days. There is to be another reading taken in 30 days and reported to the Council at the next regular meeting. Licensing of Businesses was discussed. The fee $5.00. It was found that the Village already has application blanks suitable for this use. Mr. Hensley will help the Clerk obtain a list of all businesses in the Village. The Safe offered by Mr. Hillman was discussed and it was learned that when the man from Red's Key Shop went to the Triangle to open the Safe, Mr Hillman was not there and since there were two sa~es exactly alike, no one present knew which safe was te be opened so that will have to wait till Mr. Hillman is there to identify the safe. The BaumLaw Suit. Hearing on the petition for deannexationof approxima~elyl acre in the new annexation has been heard. No decision rendered as yet. The E. P. Brennan Water Charge. Motion was made by Mr. Yalenty to have the $1erk write a letter to Mr. Brennan stating the facts that he is to be charged for2 water connections as of Jan.l,1956, the date when the Inventory of the ~ater'System was made. That will include the charge on the rental unit as of Jan. l,1956. The bill is to be paid by June 1, 1956 or the water will be shut off and he can go back on his well. His Cabin tenants are getting hot and cold water from Mr. Frasure at no charge. Under the present conditions he is in direct violation of the ~ater Ordinance. Motion seconded by Mr. Ward. All members in favor. It was added that the water is turned off at the Sho-Bar and Brennan's Service Station and before the water will ever be turned on again at either connection, the old bills against them m~stb~e paid .in full. All questionable water accounts were then checked, and information for straightenin~ out the ledger for water accounts was given by Mr. Ward and ar. Hensley. It was decided to shut off the water at the McOmber Apartments until the bill is straightened out. The matter of Hotel, Motel and Trailer Court water charges was discussed and it was decided to make a stud~ of similar charges in surrounding communities. Mr. Valenty suggested that we strike a happy medium and give the users a choice of a minimum connection charge plus a reasonable set rate per unit or a straight meter reading charge. & Motion was made by Mr. Ward to authorize necessary overtime for the Clerk, not t® exceed 20 hours per month $ $1.50 per hour for 3 months. The overtime is for extra work involved in straightening out the books. Motion seconded by ~r. Frasure. All members in favor. The tentative Budget for 1956 was studied and discussed. Motion was made by Mr. Valenty to authorize the drawing up and posting of notices of the proposed estimates ef revenues and expenditures for the year 1956. The notice will advise the public that the hearing on the Budget will take place at the regular June meeting. The Budget will then be determined and approved. Notion was seconded by Mr. Frasure. -All members in favor. Mr. HensleYwas asked to present a letter to the Board requesting a day off per week, and reducing the yearly vacation from the now 3 weeks per year to a 2 weeks vacation per year. The day off per week is not to be accumulative. The hook-up charge for water was discussed and it was deciCed to make a stud~ of similar charges in Alameda and we will eventually raise the Hook-up charge to conform with Alameda's Charges. Closing on Sunday was discussed and it was decided that such action should come from the Board voluntarily instead of an action on a petition from the people. Meeting was adjourned at 11:30 P.M. C~airman of the Board of Trustees Clerk of the Village P. S. Motion was made by Mr. Ward to increase the salary of Mr. Hensley, the Police Chief, from $260.00 a Month to $300.00 a Month. Motion seconded by Mr. Frasure. Ail members present were in favor.
