CALL TO ORDER: Mayor England
PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Heiner
COUNCIL PRESENT: Roger Hernandez, Norman Reece, Dan Heiner, and Melanie Evans.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Development
Services Manager Sean Harris, Police Chief Nick Sasser, Fire Chief Merlin Miller, Human
Resource Director Scott Gummersall, City Treasurer Rich Morgan, and City Clerk Joey Bowers.
APPROVAL OF MINUTES: February 5, 2025.
Councilmember Reece motioned for approval of the Study Session and Council Meeting minutes.
Councilmember Heiner seconded motion for approval of minutes.
Roll Call: Hernandez -yes, Reece -yes, Heiner -yes, Evans -recused, motion passed.
GENERAL BUSINESS:
Approval of the Pinetree Subdivision 1St Addition Short Plat and the findings, facts and
conclusions of law. (Council will discuss the application and if it meets City code).
Adam Thayer from Dioptra represented the applicant. Mr. Thayer presented a 3 lot
short plat for 1 residential lot, 1 common/parking area lot, and 1 lot dedicated to the
public for right-of-way.
Development Services Manager Sean Harris stated that this application had been
reviewed by City Staff and does appear to meet all the standards of Titles 16, 17 and 18
of City Code as presented with conditions.
Councilmember Heiner motioned to approve the Pinetree Subdivision 1 St Addition short plat and
the findings, facts and conclusions of law with conditions as presented by City Staff.
Councilmember Hernandez seconded motion for approval.
Roll Call: Reece -yes, Heiner -yes, Evans -yes, Hernandez -yes, motion passed.
2. Approval of the Premier View Subdivision Short Plat and the findings, facts and
conclusions of law. (Council will discuss the application and if it meets City code).
Logun Mitchell from Sunrise Engineering represented the applicant. Mr. Mitchell
presented a 2 lot short plat for 2 commercial building lots in the Premier View
Subdivision which includes extending water, sewer, and irrigation services to the
development.
Development Services Manager Sean Harris stated that this application had been
reviewed by City Staff and does appear to meet all the standards of Titles 16, 17 and 18
of City Code as presented with conditions.
Councilmember Reece motioned to approve the Premier View Subdivision short plat and the
findings, facts and conclusions of law with conditions as presented by City Staff.
Councilmember Hernandez seconded motion for approval.
Roll Call: Heiner -yes, Evans -yes, Hernandez -yes, Reece -yes, motion passed.
CLAIMS:
1. City of Chubbuck claims for February 19, 2025 as presented to Mayor England and
Council.
Councilmember Heiner motioned to approve the City of Chubbuck Claims as presented.
Councilmember Reece seconded motion for approval.
Roll Call: Evans -yes, Hernandez -yes, Reece -yes, Heiner -yes, motion passed.
ADJOURN: Mayor Kevin England adjourned at 6:07.
