CALL TO ORDER: Mayor England
PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Hernandez
COUNCIL PRESENT: Melanie Evans, Norman Reece, Dan Heiner, and Roger Hernandez.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works
Director Bridger Morrison, Community Services Director Devin Hillam, Police Chief Nick
Sasser, Fire Chief Merlin Miller, Human Resource Director Scott Gummersall, City Treasurer
Rich Morgan, and City Clerk Joey Bowers.
APPROVAL OF MINUTES: December 18, 2024.
Councilmember Heiner motioned for approval of the Council Meeting minutes.
Councilmember Reece seconded motion for approval of minutes.
Roll Call: Evans -yes, Reece -yes, Heiner -yes, Hernandez -yes, motion passed.
PUBLIC HEARING:
NOTICE IS HEREBY GIVEN that the City Council of the City of Chubbuck, Idaho, will
conduct a Public Hearing in accordance with Idaho Code 63-131 IA, and with respect to
the following items: to hear public comment on, and to consider public comment
regarding proposed fee increases in excess of five percent (5%) of the amount of the fee
last collected or regarding proposed new fees with respect to Sanitation. The
departments and/or programs noted could: (A) exceed one hundred and five percent (105%)
of the respective fee revenue collections from the previous year (a 5% increase), (B) be
requesting a new fee(s) not charged the previous year, (C) be clarifying by changing the
name of the fee, (D) be moving the fee(s) from the Chubbuck Municipal Code into the
annually adopted Fee Schedule Resolution, and/or (E) be moving the fee(s) from one (1)
exhibit to another for clarity. The proposed fee increases are due to additional cost of
programs or an attempt by departments to recover costs through fees charged versus tax
increases.
Public Works Director Bridger Morrison presented an increase in sanitation rates due
to an increase in costs at the Bannock County landfill.
Mayor England declared the public hearing open for public comment.
Resident Jason Mendenhall, was Neutral. Mr. Mendenhall wasn't sure what the
proposed fee increases where related to.
Due to no more public comment Mayor England closed the public hearing.
GENERAL BUSINESS:
Adoption of Resolution 2025-01 Amended City Fees.
(Council will discuss all public and department fees for the City).
Councilmember Reece motioned for adoption of Resolution 2025-01 as presented.
Councilmember Hernandez seconded motion for adoption.
Roil Call: Reece -yes, Heiner -yes, Hernandez -yes, Evans -yes, motion passed.
2. Discussion and Possible Adoption of the Water Facility Planning Study.
(Council will discuss a Water Facility Planning Study Update)
Councilmember Heiner motioned for adoption of the Water Facility Planning Study as presented
during their January 15, 2025 study session.
Councilmember Hernandez seconded motion for adoption.
Roll Call: Heiner -yes, Hernandez -yes, Evans -yes, Reece -yes, motion passed.
3. Discussion on Mayor and City Council Salaries.
(Council will discuss mayor and council salaries as required by city code 2.04.010).
Human Resource Director Scott Gummersall presented a market comparison from
comparable cities and an inflation (CPI) comparison for elected official salaries.
Councilmember Heiner motioned to raise the Mayor's salary to $73,977 and the Council salary
to $9,679 starting in January 2026.
Councilmember Hernandez seconded motion for approval.
Roll Call: Hernandez -yes, Evans -no, Reece -yes, Heiner -yes, motion passed.
CLAIMS:
City of Chubbuck claims for January 17, 2024 as presented to Mayor England and
Council.
Councilmember Heiner motioned to approve the City of Chubbuck Claims as presented.
Councilmember Hernandez seconded motion for approval.
Roll Call: Reece -yes, Heiner -yes, Evans -yes, Hernandez -yes, motion passed.
