Present: Mayor John O. Cotant, Attorney Thomas J. Holmes, Steve Smart, Jerry Rowland, Jim
Sempek, Eric King, Ron Conlin, Jim Phelps, Sean Harris and Larry Kohntopp.
Ben Spenser, Pacific Land Design was present to present the proposed site plan.
Mr. Spenser eXplained the addition is to the south ofthe current Wal-Mart Building, additional
parking is to the southeast. The only change to the north of the current building is a
rearrangement in there garden area, with an additional fence.
The parking stalls on the lot will be changed to 90 degrees rather than slanted.
Police Chief Jerry Rowland expressed concern about law enforcement with the major portion of
parking addition being in the City ofPocatello. PC Rowland stated the City of Pocatello
and the City of Chubbuck will have to enter into a Intergovernmental Agreement
addressing Fire and Police enforcement for the addition.
BO Jim Sempek stated all permits should be regulated through the City of Chubbuck. Most of
the building addition is in the City of Chubbuck.
Mr. Spenser said he thought the building addition will start in Febmary of2000.
Mr. Spenser said Wal-Mart will complete a study on whether or not a deceleration lane is needed
on Yellowstone Ave.
Design Review Committee approved the site plan presented, subject to the following:
1. A deceleration lane will be constructed on Yellowstone Ave.

As you are aware, the -Site Plan ReviewCommlfteeaftlieifmeefing-heldon-October-2-6, 1999-cons-idered---- ---
your proposal for an addition to the ChubbuckIPocatello WalMart including expansion of parking. The
following conditions / comments were noted at said meeting:
1. Five percent (5%) of the parking lot must consist of interior landscaping. Specifically area's
depicting asphalt and cross hatching shall be landscaped. Additionally, Municipal Code requires
planting of 1 tree 2" in caliper for every 50 square feet of parking area.
Tree types depicted in preliminary plans (dated 10/20/99) are approved provided the following
changes are made: Aristrocrate Pear shall be used in place of the Red River Birch. In addition,
revised landscape plans shall be submitted depicting changes as described in 1 and 2.
Drainage calculations shall be submitted for review and approval. For questions regarding
drainage please contact Jenni Light (208)234-6184.
Curb, gutter and sidewalk is required. To waive placement of the latter an exception is required
by the Pocatello City Council.
Lights in the parking lot must be shielded and directed downward.
Pocatello/Chubbuck City staff will coordinate with review as needed.
All standards outlined or otherwise conditions noted by an (X) apply.

Parking lot placement shall comply with standards set forth in each zoning district of the
Zoning Ordinance;
Size and location of directional signs shall be subject to approval by the site plan review
committee;
Lighting of parking lots must be directed down and away from adjacent land uses. Lighting
of parking areas shall be designed to not interfere with drivers of other vehicles;
Parking space boundaries and directional traffic arrows shall be marked on the parking lot
surface;
Parking areas shall be screened from adjacent residential uses by a sight-obscuring fence
or hedge.
One shade tree, from the City's approved tree list, of at least one and one-half ( 1 Y2 ) inch
caliper shall be planted for every one hundred fifty (150) square feet of the interior lot
landscaping.
All utility extensions and connections required by municipal code.
All fees must be paid prior to final approvals.
All other standards and conditions of municipal code not herein stated but applicable to this

Building permit applications require a minimum of ten (10) working days for review and approval.
Requests for certificates of occupancy require a minimum of five (5) working days for review and
approval.

Departmental Conditions - Those items checked (I) by Department, must be complied with by developer.
Community Development and Research:
Signage may not be installed until a licensed sign contractor has obtained a permit.
ADA standards apply which may include: handicapped parking stalls, accessible comer radii on street
frontages, handicap ramps, etc.
Annexation agreement with property owner(s) is required,
A conditional use permit is required.
A variance is required.
The proposed use necessitates a full code review and classification by a licensed architect.
City approval of plans and permits for this development does not constitute compliance with Fair'
Housing/Equal Opportunity standards as established by Federal law. For information regarding
these standards, please contact the Community Development and Research Department, 234-6184.
Public Works:
Fencing may not be installed until a fence permit has been obtained and all conditions met.
Access easement(s) required foremergency/maintenance vehicle access.
Kitchen plans requite review by the District Health Department.
Grease-Oil.;.Sand Interceptor for proper handling of liquid waste is required. Contact Candi Ross at Water
Pollution Control. 234-6256, for more information.
Water Pollution Control discharge permit required. Contact Candi Ross, 234-6256.
Additional curb cuts to this development are not allowed.
Curb cut to street shall be designated as temporary by permit.
Paving of alleyway is required.
A traffic impact analysis is required prior to approvals and permitting.
Waterline requires backflow prevention by double check valve. Valve to be installed and maintained by
property owner.
Public right-of-way work licensing/permitting required.
All mini-storage and R.V./vehicle storage areas shall be paved with an all-weather impermeable
surface except where landscaping is required.
Drainage plans and calculations are required.
Evidence of Idaho Transportation Department review and approval required prior to application for City
permits.
