MINUTES
Committee Members Present: Chair Jason Mendenhall, Darell Stewart, Mike Schwartz, Adam
Thayer, Brett Hiltbrand, and Bryson Smith. Staff Members Present: Attorney Ryan Lewis,
Community Services Director Devin Hillam, and City Clerk Joey Bowers.
Mendenhall called the meeting to order at 7:03pm.
Mendenhall asked if any commissioners had a conflict of interest with the items before the
board. None were reported.
APPROVAL OF MINUTES for October 11, 2022.
Mendenhall entertained a motion to approve the minutes as emailed. Schwartz moved to accept
the meeting minutes of October 11, 2022 as emailed; Hiltbrand seconded. The full commission
approved.
GENERAL BUSINESS
1. Discuss updated Capital Improvement Plans and Impact Fee Analysis, and provide a
recommendation to the City Council regarding adoption.
Community Services Director Devin Hillam gave a brief history and stated that the
City of Chubbuck collects impact fees at the building permit stage for Police, Emergency
Services, and Parks. Police and Emergency Services were established by Ordinance No.
783 and Parks via Ordinance No. 791 and 804. As required by the statute, each fee is
associated with a capital improvements plan and as also required by the statute, impact
fees collected are to be spent in-line with the needs of the current capital improvements
plan. As requested by the Committee and the City Council, the City has been working
with Zions Public Finance to update the Parks and Recreation, Police, and Emergency
Services capital improvement plans and impact fee analyses.
Susie Becker represented Zions Public Finance. Mrs. Becker went over the current
impact fees for Police, Emergency Services, Parks, and information about how the
maximum fees were calculated. Mrs. Becker presented updated proposed maximum fees
based off the current capital improvements plans for each department. One of the biggest
changes for Police and Fire is that the current impact fees did not include the costs
associated with additional vehicles.
Mendenhall asked to make a recommendation for the City Council to hold a public
hearing for all three (Police, Emergency Services, Parks) impact fees.
Mendenhall motioned to recommended adoption of the updated proposed maximum impact fees
for Police, Emergency Services, and Parks as presented by Zions Public Finance, and to make a
recommendation for the City Council to hold a public hearing for all three (Police, Emergency
Services, Parks) impact fees before adoption. Schwartz seconded.
With all committee members understanding the motion they voted.

Yes; Darell Stewart, Yes; Brett Hiltbrand, Yes; Motion carried.
