COUNCIL PRESENT: Melanie Evans, Dan Heiner, Roger Hernandez and Norman Reece.
STAFF MEMBERS PRESENT: Mayor Kevin England, Interim Public Works Director Bridger
Morrison, Public Works Operations Manager Kami Smoot, Streets & Sanitation Supervisor Ryan
Sullivan, Community Services Director Devin Hillam, Police Chief Bill Guiberson, Lieutenant
Nick Sasser, Fire Chief Merlin Miller, Human Resource Director Scott Gummersall, City
Treasurer Rich Morgan, and City Clerk Joey Bowers.
GENERAL BUSINESS:
1. Discussion on the FY24 Budget.
City Treasure Rich Morgan presented an updated spreadsheet that summarized
the department's budget requests and Council suggestions made during the June 7, 2023
Council Meeting to present a scenario that would balance.
-General Fund revenue projections have been increased to $10,850,490. This increase
includes a 3% increase in property tax budget, new construction, $1,092,000 from the
expiring TIF, and $168,000 in foregone amount.
-Fire Control's budget authority for wage and wage related expenditures
remains at $2,967,050 which includes FY24 estimated hiring salaries for 9 new
positions. However, Fire Control's authority to hire has been restricted to 3 full time
personnel which will result in $690,000 available for FY24 capital projects.
Community Services Parks Department's budget was $1,391,480 which included
$500,000 for park maintenance. This budget is now $1,226,480 which includes
$250,000 for park maintenance and $85,000 in wage and wage related expenses for a
new position.
-Highway Streets and Roads would be able to utilize $613,983 of capital, for road
projects.
The City had scheduled the adoption of its tentative budget on July 5, 2023. This
budget would meet all the requirements of Idaho Code,
