COUNCIL MEMBERS PRESENT: Roger Hernandez, Norman Reece and Dan Heiner.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Interim Public
Works Director Bridger Morrison, Public Works Operations Manager Kami Smoot, Community
Services Director Devin Hillam, Police Chief Bill Guiberson, Lieutenant Nick Sasser, Planning
Manager Don Matson, Fire Chief Merlin Miller, Human Resource Director Scott Gummersall,
City Treasurer Rich Morgan, and City Clerk Joey Bowers.
Mayor England excused Councilmember Melanie Evans from the meeting.
APPROVAL OF MINUTES: May 17, 2023
Councilmember Reece motioned for approval of the Council Meeting minutes.
Councilmember Heiner seconded motion for approval of minutes.
Roil Call: Hernandez -yes, Reece -yes, Heiner -yes, motion passed.
GENERAL BUSINESS:
1. Acceptance of the FY22 Comprehensive Financial Report.
(Council will discuss the FY22 audited financial report).
City Treasurer Rich Morgan presented and went over the financial report. Doran
Lambson from Deaton & Company presented and went over the final audited report.
Councilmember Heiner motioned to accept the FY22 comprehensive financial report.
Councilmember Hernandez seconded motion for acceptance.
Roll Call: Reece -yes, Heiner -yes, Hernandez -yes, motion passed.
2. Acceptance of Offer of Dedication for Little Creek Coffee.
(Council will discuss if all city requirements have been inspected and completed).
Councilmember Reece motioned for acceptance of offer of dedication for Little Creek Coffee as
presented. Councilmember Heiner seconded motion for acceptance.
Roll Call: Heiner -yes, Hernandez -yes, Reece -yes, motion passed.
3. Acceptance of Offer of Dedication for Westfield Estates Div. 4.
(Council will discuss if all city requirements have been inspected and completed).
Councilmember Heiner motioned for acceptance of offer of dedication for Westfield Estates Div.
4 as presented. Councilmember Reece seconded motion for acceptance.

4. Approval of Items for Auction or Disposal.
(Council will discuss City property for auction or disposal).
Councilmember Heiner motioned for approval of items for auction or disposal.
Councilmember Hernandez seconded motion for approval.
Roll Call: Reece -yes, Heiner -yes, Hernandez -yes, motion passed.
5. The Council will Discuss and Possibly Authorize the Mayor to Enter into a Contract for
Planning Services for a Comprehensive Plan Update with J -U -B Engineers Inc.
Planning Manager Don Matson presented that staff had received two complete proposals
and that they were reviewed by a selection committee comprising of the Bannock Transportation
Planning Organization, Bannock County Planning and Development, and the City After reviewing
the proposals, including experience planning with health, the committee unanimously recommend
J -U -B Engineers for the contract.
Councilmember Reece motioned authorize the Mayor to enter into a contract for Planning Services
for a Comprehensive Plan update with J -U -B Engineers Inc. as presented.
Councilmember Hernandez seconded motion for acceptance.
Roll Call: Heiner -yes, Hernandez -yes, Reece -yes, motion passed.
6. Council will review and may approve proposals from Recreation Today/Haeraker
Construction for park amenities at Hiram Park ($86,889) and Long Park ($82,379).
(Council will discuss park improvements at Hiram and Long Park).
Community Services Director Devin Hillam presented proposals for park
amenities at Hiram Park and Long Park.
Councilmember Heiner motioned to approve the proposed park amenities at Hiram Park
($86,889) and Long Park ($82,379) and authorize the Mayor to enter into a contract with
Recreation Today/Haemker Construction as presented.
Councilmember Reece seconded motion for approval.
Roll Call: Hernandez -yes, Reece -yes, Heiner -yes, motion passed.
CLAIMS:
City of Chubbuck claims for June 7, 2023 as presented to Mayor England and
Council.
Councilmember Heiner motioned to approve the City of Chubbuck Claims as presented.
Councilmember Hernandez seconded motion for approval.
Roll Call: Reece -yes, Heiner -yes, Hernandez -yes, motion passed.
