COUNCIL MEMBERS PRESENT: Roger Hernandez, Norman Reece and Dan Heiner.

Morrison, Water/Wastewater Operations Manager Cameron Lusk, Public Works Operations
Manager Kami Smoot, Community Services Director Devin Hillam, Administrative Assistant
Kayla McCain, Police Chief Bill Guiberson, Lieutenant Nick Sasser, Fire Chief Merlin Miller,
Human Resource Director Scott Gummersall, City Treasurer Rich Morgan, and City Clerk Joey
Bowers.
Mayor England excused Councilmember Melanie Evans from the meeting.
GENERAL Bus1NEss:
1. Discussion on the FY24 Budget.
City Treasure Rich Morgan presented an estimated FY24 budget that
included department presentations/requests. The general fund had $10,974,507
requests for funding. The estimated revenue for the general fund was $9,962,997.
Highway Streets and Roads had $3,169,600 in requests for funding. The
estimated revenue for Highway Streets and Roads was $2,362,921. The Water,
Wastewater and Sanitation budgets are in balance. The General Fund and
Highway Streets and Roads Fund revenue projections did include an increase of
3% in property tax budget over the previous year, the current intergovernmental
revenue estimates from the Association of Idaho Cities (AIC), and one million in
the new construction roll expected from the retiring TIF district, which had been
allocated to the general fund, the tort department, and Highway Streets and
Roads in the same proportion as the property tax was levied on the most recent
L2.
The Council asked to hold a special budget study session on June 15, 2023 for
further discussion and to be prepared to adopt a balanced tentative budget during the
July 5, 2023 Council Meeting for publication.
2. Discussion on the Chubbuck Recreation League.
Community Services Director Devin Hillam presented that the league president
approached him about the City taking back the operations of the leagues since the
coordinators and volunteers aren't able to be as responsive to the day-to-day questions,
payment/refund processing, registration, and other needs like city employees have been
able to in the past. Hillam stated that the Parks Department currently does not have the
internal resources to absorb the oversight/management, and presented the costs and
possible job duties associated with adding a position. The City had been informed that if
they cannot serve this role, volunteers and minimally paid coordinators cannot adequately
fulfill the functions necessary to run the league, and the league currently exists under the
framework of the City, the league will likely dwindle and suffer and eventually go away.
Administrative Assistant Kayla McCain spent the current season shadowing the
different leagues, attending meetings and team drafts, asked questions, involved with
payments, invoices, and receipts. McCain went over some of the concerns and issues that
she had seen or received over the phone, and presented some ideas to grow the program
in the future. The Chubbuck league is the only rec. league available for girls fast pitch
softball in town.
3. Water Cross -Connection Program Discussion and Update.
Interim Public Works Director Bridger Morrison went over the history associated with
City Code Chapter 13.12 Cross Connection: Any physical arrangement whereby a public
water supply is connected, directly or indirectly, with any other water supply system,
sewer, drain, conduit, pool, storage reservoir, plumbing fixture, or other device which
contains or may contain contaminated water, sewage, or other waste or liquids of
unknown or unsafe quality which may be capable of imparting contamination to the
public water supply as a result of backflow. Morrison presented four different options,
the costs associated with each option, and the positives and negatives associated with
each option. These options will allow the City to move forward with enforcing this
section of code by doing everything possible to protect the City's water system from
being contaminated. The proposed options included: contract with a third -party vendor to
provide testing/reporting services, require homeowners to submit testing at their own cost
and track internally, hire additional city staff to design, implement and maintain the
program, and spend the next year educating and asking homeowners to complete testing
themselves. Next year the city will complete testing and bill homeowners for the service.
The Council recommended moving forward with option one to contract with a third -
party vendor to provide testing/reporting services. Even though this option did have an
initial cost this option would allow the City to know the exact number of cross
connections that exist, it covers the initial costs for the homeowners, and gives staff time
to educate homeowners on the requirements, costs, and all the options moving forward to
maintain a cross connection.
4. Discussion on City Parks.
Community Services Director Devin Hillam presented three locations that the parks
department felt like was surplus property and that the city could possibly dispose of to cut
down on maintenance costs. Hillam also talked about Miller Park and how the
neighborhood is currently taking advantage of that property. Hillam went over the
estimated costs associated with the current proposed master plan for Miller Park and
recommend creating a new master plan that would allow the City to look for
sponsors/donors and make improvements over several years to develop Miller Park.
The Council recommended looking into disposing of the presented locations as
surplus property, and to work on creating a new master plan to develop Miller Park.
