Present: Mayor Steven M.England,Council members Leroy S. Quick, Kent Kearns, Dennis Stoddard, Richard Morgan, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Attorney Thomas J. Holmes was excused. Meeting was called to order at 6:05 p.m. by Mayor England. -;:. PURPOSE OF SPECIAL MEETING is to discuss proposed water and sewer rate adjustments, along with impletMntation of water and sewer connection fees. PROPOSED WATER AND SEWER RATE ADJUSTMENTS AND IMPLEMENTATION OF WATER AND SEWER CONNECTION FEES - Discussion about the City of Chubbuck Water Facility Planning Study. Discussion about population growth in the City. The water and sewer connection fee goes to capital improvement. The recommended connection fee is$2,2S0 a unit for water, and $1,000 for the sewer. PWD Smart said the $1,000 sewer connection fee does not include any sewer capacity requests. Councilman St0d4altlstated the City has not raised water rates since 1998, and sewer rates since 200 1 ~ there needs to be an adjustment, rather it be a two year phase in, or all at once. ~ Discussion about future capital improvement needs for both water and sewer systems. Discussion about capacity of the five wells. Mayor England stated the City does not know all the ramifications of applying to drill a new well in the future. Mayor England said the water rights issues are still unknown at this time. Municipalities are going to be affected in the future. Mayor England stated the City needs to. budget funds from the Water System to stay engaged in protecting the water rights we have and will need in the future. Councilman Kearns moved to direct City Clerk Conlin to advertize the following water adjustments: Water Base Rate $ 21.00 Volumetric Rate $1.05 per 1000 gallons Councilman Morgan seconded. All council members voted in favor of motion. Councilman Kearns moved to direct City Clerk Conlin to advertize the following water and sewer connection fees implementation: Water COJmeC.tion Fee $ 2,250.00 Not inclusive of $300 water meter. $ 1,000.00 plus pass through sewer capacity charges from City of Pocatello. Sewer Connection Fee Councilman Morgan seconded. All council members voted in favor of motion. Councilman Kearns moved to direct City Clerk Conlin to advertize the following sewer rate adjustment: Wastewater rate V olumetricrate Billing cost Base Rate $17.50 $ 2.17 per 1000 gallons metered water $ 1.35 billing charges Councilman Stoddard seconded. CALL OF SPECIAL MEETING CITY OF CHUBBUCK Pursuant to Idaho Code Section 50-604, the undersigned Mayor of the City of Chubbuck, Idaho, hereby calls a special meeting of the City Council to be held in the Chubbuck City Council Chambers, 5160 Yellowstone, Chubbuck, Idaho at the hour of 6:00 p.m, Tuesday, July 11 th, 2006.
