CALL TO ORDER: Mayor England
COUNCIL PRESENT: Norman Reece, Dan Heiner, and Roger Hernandez.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Interim Public
Works Director Bridger Morrison, Community Services Director Devin Hillam, Program
Administrator Kami Morrison. Police Chief Bill Guiberson, Fire Chief Merlin Miller, Human
Resource Director Scott Gummersall, City Treasurer Rich Morgan, and City Clerk Joey Bowers.
Mayor England excused Councilmember Melanie Evans from the meeting.
GENERAL BUSINESS:
1. Discussion on Requests for Funding.
IA. Director Kathryn Dye represented meals on wheels. Mrs. Dye stated that meals on
wheels provides ready to eat meals to elderly and disabled individuals Monday through
Friday with the availability to get frozen meals for the weekend. Mrs. Dye went over
where meals on wheels gets its current funding.
1B. Executive Director Sarah O'Banion represented Family Services Alliance. Mrs.
O'Banion thanked the City for their support and gave a history of what Family Services
Alliance does and how they help the victims of these crimes. Mrs. O'Banion stated that
all their services are free and confidential. These services include providing shelter,
fording permanent housing, assist with Bannock County court processes, long term
support for families, therapy for children, and improve parent/child attachment with the
non-violent parent.
1C. MiaCate Kennedy, CEO represented Bannock Development Corporation (BDC).
Mrs. Kennedy gave an update on changes and what BDC had been doing to promote
economic development for the region and for the City of Chubbuck.
2. Discussion on FY24 Budget and Strategic/Comprehensive Planning.
City Treasurer Rich Morgan presented estimated general fund revenues, human
resource, and wage related expenses.
The Council directed City Staff to start working towards an updated comprehensive
plan for the City and asked to include strategic goals and policies that will be reviewed
both annually and at least every five years as part of that updated plan.
City Attorney Ryan Lewis reminded the Council that they set policy throughout the
year{s} that gives direction to City Departments how to move forward with every
decision that the Council makes as a body of government during their posted meetings.
