England, Council members Leroy S. Quick, Kent Kearns, Dennis Stoddard, Richard Morgan, Attorney Thomas J. Holmes, Public Works Directors Steven M. Smart and City Clerk Ron C. Conlin. PLEDGE ALLEGIANCE TO THE FLAG was led by Police Officer Matthew Galloway INVOCATION was given by Pastor Ty Orr, Calvery Church, also the Chubbuck Police Chaplain. At 8:05 p.m, Mayor England called the meeting to order. APPROV AL OF MINUTES - Mayor England asked for corrections and additions to the Special Meeting Minutes of April 25t\ 2006 and Regular Meeting Minutes of April 25t\ 2006. Councilman Kearns moved to approve the Special Meeting Minutes of April 25t\ 2006 and Regular Meeting Minutes of April 25th, 2006 as read, subject to, "noting on approval of April 11 th, 2006 Council Meeting Councilman Kearns was excused and did not vote on approval of minutes", Councilman Stoddard seconded. All council members voted in favor of motion. I I I 10S COUNCIL MEETING MINUTES - (cont.) May 9t\ 2006 PUBLIC HEARING - An application by Premier Technology, 170 E. Siphon Road, Chubbuck, Idaho for a preliminary plat for Northside Plaza, Division 1. Property is located at the intersection of Southside Way and Industrial Way. Dave Romrell, Harper-Leavitt Engineering presented the Northside Plaza, Division 1 Preliminary Plat. PWD Smart stated the IS' easement recommended by Staff is shown on the preliminary plat Dave Romrell passed out tonight. Mayor England declared the public hearing open, there being no comment Mayor England declared the public hearing closed. Councilman Kearns moved to accept the Land Use & Development Commission's recommendation to approve Northside Plaza, Division 1 Preliminary Plat as presented, Councilman Quick seconded. All council members voted in favor of motion. PUBLIC HEARING - An application by the City of Chubbuck for annexation of right-of-way hereto not annexed. Property is located on Hawthorne Road right-of way, northerly east side between James/Hawthorne Road intersection and Lariat/Hawthorne Road intersection. PWD Smart presented the application. Mayor England declared the public hearing open, there being no comment Mayor England declared the public hearing closed. ACCEPTANCE OF OFFER OF DEDICATION FOR AVALON PARK, COTTAGE PARK SUBDIVISION, HANCOCK PARK AND HAWTHORNE GROVE CONDOMINIUMS - PWD Smart presented the Acceptance of Offer of Dedications. Councilman Morgan moved to approve the Acceptance of Offer of Dedication for Avalon Park, Cottage Park Subdivision, Hancock Park and Hawthorne Grove Condominiums as presented, Councilman Kearns seconded. All council members voted in favor of motion. I I I 107 COUNCIL MEETING MINUTES - (cont.) May 9t\ 2006 ORDINANCE - Adding Chapter 5.36; sexually oriented business. Attorney Holmes read ordinance by title only for the first reading. Council tabled the ordinance until the May 23rd, 2006 Council Meeting. PRESENTATION BY CHUBBUCK HOCKEY ASSOCIATION REPRESENTATIVES - Jim Desanta. Ralph Bennett and John Young were presented to present their plan. Jim Desanta presented a power point presentation, (attached). Mayor England said the Chubbuck Hockey Association is asking the City contribute $50,000. for installation of the outdoor rink. Mayor England said if Council approves this investment it will come from the tax increment fund. The outdoor rink is designed in such a fashion that it will be the pad for the first phase of the indoor facility. Discussion about who will operate the facility. Discussion about who is liable in case of an accident. Councilman Kearns said from the community point of view this would look better if the initial investment is recouped by the City. Chubbuck Hockey Association Representatives said they might be able to do this. Council tabled the request until the Chubbuck Development Authority Members can recommend approval of the request. CLAIM - Computer print-out claims presented to Mayor England and Council. Councilman Quick moved to approve computer print-out claims as presented, Councilman Kearns seconded. All council members voted in favor of motion. Footba II . Lacrosse . Volleyball 2 Imagine a facility that. . . . is a home for activities . Girl Scouts, Boy Scouts . School district PE classes . After school skati ng . Speed skati ng . Square dancing Imagine a facility that. . . . Brings $4,000,000 to $6,000,000 a year from Convention and Visitors Bureau events . Judo . Cheerleading camps . Archery & air rifle . Wrestling . Square dancing 3 Imagine a facility that. . . . is open 340 days a year . draws 200 visits a day . serves 5,500 youths each yea r . sees 74,000 visits in the first year Leased Facility Closes, November, 2004 When our last facility closed, the Hockey Association had more than 300 players involved in youth leagues. 4 Concept Behind: KIDS NEED A PLACE TO PLAY! Blue Prints 5 Fund Raising Progress . Goal: $400,000 to finance initial construction. $1,000,000 in 5 years to complete dual rink facility with ice on one side. . We've raised more than $160,000 in cash and commitments. . We want to energize fund raising and develop a place to focus the community's attention on the potential of hockey . And, KIDS NEED A PLACE TO PLA YI Outdoors-A First Step 6 Summer and Fall Activities . We work with the City to construct a concrete pad, place lights, install our boards and glass, creating a fantastic recreation facility . It will be open for public use whenever the Association is not using it for its programs Association Activities . Summer hockey clinics . Adult pick-up hockey . Tennis shoe hockey . Chubbuck Days . Demonstration games . Open tennis shoe hockey . Fire Dept. versus Police Dept. 7 Association Activities . Fall kids league (ages 6-16) . Investigate the possibility of a state or regional tournament hosting 10-20 teams City Activities . Daily skating and hockey (rink is open for public use) . Friday/Saturday night teen open skate (possibly sponsored by Police Dept.) . Community skate nights (For all these events, PHA offers its equipment and expertise) 8 Recognition . City of Chubbuck name on all advertising, Web sites, flyers, etc. Imagine the growth potential . Imagine for a moment, Chubbuck Baseball, with no baseball fields . Chubbuck Soccer and Softball with no fields . This is the current state of hockey in East Idaho There is a major void . Spoils will go to those who fill it 9
