STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Interim Public Works Director Bridger Morrison, Cormnunity Services Director Devin Hillam, Police Chief Bill Guiberson, Fire Chief Merlin Miller, Human Resource Director Scott Gummersall, Mayor's Executive Assistant Wendy Butler, City Treasurer Rich Morgan, and City Clerk Joey Bowers. GENERAL BUSINESS: 1. Work on the City's Strategic Plan. The Council discussed department goals and priorities and a schedule to prepare for the upcoming FY24 budget. The Council also discussed setting City wide priorities and strategic planning. Community Services Director Devin Hillam recommended holding off on setting strategic plans and stated that the City had received a grant to work on updating the City's comprehensive plan, which will include input from residents, elected officials, and departments heads to help plan the vision of the City over the next 20 years. The City's comprehensive plan is required by Idaho law and should be reviewed at least every 5 years. The Council adjourned for a break at 1:47 and reconvened at 1:54. After further discussion on the City's strategic goals and priorities the Council asked to have an additional meeting with the elected officials and all the department heads to go over council priorities, department goals, priorities, needs, wants, and to discuss ways as the leaders of the community to help make Chubbuck a great place to live, work, and raise a family. 2. Discussion on Mayor and City Council Salaries. The Council discussed a market comparison from comparable cities and an inflation (CPI) comparison for elected official salaries. The Council also discussed whether to only raise the Mayor's salary. ADJOURN: Mayor Kevin England adjourned at 2:38.
