CALL TO ORDER. Mayor England

INVOCATION: Lt. Ernie Evans Salvation Army
COUNCIL PRESENT: Norman Reece, Roger Hernandez, Melanie Evans, and Dan Heiner.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Interim Public
Works Director Bridger Morrison, Community Services Director Devin Hillam, Development
Services Manager Scan Harris, Police Chief Bill Guiberson, Fire Chief Merlin Miller, Human
Resource Director Scott Gummersall, City Treasurer Rich Morgan, and City Clerk Joey Bowers.
APPROVAL OF MINUTES: January 4, 2023.
Councilmember Reece motioned for approval of the Study Session and Council Meeting minutes.
Councilmember Hernandez seconded motion for approval of minutes.
Roll Call: Reece -yes, Hernandez -yes, Evans -yes, Heiner -yes, motion passed.
GENERAL BUSINESS:
1. Acceptance of Offer of Dedication for Northside Crossing Div. 3.
(Council will discuss if all city requirements have been inspected and completed).
Development Services Manager Sean Harris stated that all city requirements had been
inspected and completed and recommend approval.
Councilmember Hernandez motioned for acceptance of offer of dedication for Northside
Crossing Div. 3. Councilmember Heiner seconded motion for acceptance.
Roll Call: Hernandez -yes, Evans -yes, Heiner -yes, Reece -yes, motion passed.
2. Approval of Records for Destruction.
(Council will discuss the destruction of City records).
Business Item #2 was removed from the agenda.
3. Approval of Opioid Settlement Allocation Agreements.
(Council will discuss participating with the State's opioid settlement allocation agreements).
City Attorney Ryan Lewis presented that the State of Idaho has entered into opioid
settlement allocation agreements with three major pharmacies and two pharmaceutical
industries. The City of Chubbuck is eligible to receive funds from these settlements. Mr.
Lewis recominended for the participation of the City to receive these funds.
Councilmember Heiner motioned to approve participation in the State of Idaho's opioid
settlement allocation agreements as presented.
Councilmember Hernandez seconded motion for approval.
Roll Call: Heiner -yes, Reece -yes, Hernandez -yes, Evans -yes, motion passed.
4. Review and Approve Agreement for remaining 1992 Downtown Improvement District
Urban Renewal Project funds between the Chubbuck Development Authority (CDA) and
the City.
Executive Director Devin Hillarn presented an agreement for remaining 1992
Downtown Improvement District Urban Renewal Project funds between the Chubbuck
Development Authority (CDA) and the City.
Councilmember Hernandez motioned to an agreement for remaining 1992 Downtown
Improvement District Urban Renewal Project funds between the Chubbuck Development
Authority (CDA) and the City, as presented.
Councilmember Heiner seconded motion for approval.
Roll Call: Hernandez -yes, Evans -yes, Reece -yes, Heiner -yes, motion passed.
5. Discussion on Mayor and City Council Salaries.
(Council will discuss mayor and council salaries as required by city code 2.04.070).
Human Resource Director Scott Gummersall presented a market comparison from
comparable cities and an inflation (CPI) comparison for elected official salaries.
Councilmember Heiner motioned to raise the Mayor's salary to $67,178 and the Council salary
to $8,789 starting in January 2024.
Councilmember Hernandez seconded motion for approval.
Roll Call: Evans -yes, Reece -no, Heiner -yes, Hernandez -yes, motion passed.
CLAIMS:
City of Chubbuck claims for January 18, 2023 as presented to Mayor England and
Council.
Councilmember Reece motioned to approve the City of Chubbuck Claims as presented.
Councilmember Heiner seconded motion for approval.
Roll Call: Reece -yes, Heiner -yes, Hernandez -yes, Evans -yes, motion passed.
