Municipal Code.
Joel Knudsen provided project overview – 21, 4-plexes going in with a second access into Legacy Park Subdivision. Roundabout constructed as part of phase 2. Future access to east. West
side loops all the way through. Each building will be part of a master meter situation with individual sewer lines. Storm water located in north portion of east side, used for overflow
for future development as well. 2-3 irrigation services, one on west, maybe 2 on east. Meets parking criteria with extra throughout. Don’t anticipate needing parking buffer for future
development.
1. Traffic Safety and Traffic Congestion: (ingress, egress, off-street parking, unloading)
Designated Park Lawn as a collector
City will review accesses looking at the entire development, not just phase-by-phase and requirements will need to be met. With Park Lawn being a classified Collector and with more units
planned to the east, accesses need to be consolidated on the west side of the development to have one access that lines up with east access. *Joel asked about regular or unique circumstances
per BTPO, Bridger will look at manual again to see if there is a way to justify an exception. Will also check with emergency services, turnaround could be hammerhead.
Likely will need to adjust widths and depths of access points on Park Lawn to meet City standards requirements. Some parking may start too close too street. Will look through once they
have design plans.
Need to see complete design for roundabout as part of the plat. Will submit horizontal designs.
City code requires at least 2 parking stalls per unit, additional for visitors are recommended. Parking lots and drive aisles are required to be paved.
Parking stalls on west extend beyond edge of dumpster, need modified. 180sq. ft. is requirement.
2. Traffic Studies, Utility Studies: (as requested)
Completed.
3. Drainage: (storm & surface water, to be engineered, retained on site)
Stormwater design and report need to meet City requirements; submit with the plat drawings.
4. Pretreatment / Nonresidential Wastewater Permit: (grease or oil/silt separator)
Residential permit required.
5. Development Agreement (when needed)
Yes, required with plat.
6. Structures and Site Layout: (exterior design, buffering, fencing, dumpster enclosure)
Architecture looks great!
Dumpster enclosure – need to see design to verify that requirements of city code 18.12.040.D are met, turning radius should work but will need more information to verify- submit details
with plat drawings. Code requires that dumpsters be enclosed on at least 3 sides by a well-maintained solid wall or fence of at least 5 feet in height and that adequate access to and
from for collection be provided.
Depending on changes to western side for the approach locations, may need additional information to verify that the site plan and layout are functional and meets code.
Wing shaped landscaped islands across from dumpsters instead of full curve. Parking where hash striping is likely, new island should fill in hash space, prevent cars parking in way of
sanitation or fire trucks. Could contribute to landscaping calculations.
The design shows the sidewalk against curb at roundabout unlike other sidewalk locations in the development – sidewalk at roundabout should be separated to match. Bridger will check
on as well.
Sidewalk on northeastern-most building needed to connect to Briscoe Rd. (Recommended)
Fencing along south side, as well as against commercial, is shown- meets city code requirements.
7. Building Department: (professionally approved plans, ADA compliance, dumpster enclosure)
State is now requiring multifamily of 3 units or more be sprinkled.
Submit plans.
Separate application and building plans for each unit.
8. Signs / Advertising: (advertising signs, height, structure)
None planned yet. Will need a permit if so.
9. Landscaping: (ordinance copy, approved tree list)
Show calculations on landscaping plan showing that the design meets requirements of Chapter 18.14 of city code.
18.14.020.D- Requires 10’ landscaping strip along public rights-of-way; requires 1 tree for each 50’, and 1 shrub or hedge of at least 3 gallons in size for every 5’. Trees shall be
species having an average mature spread of crown of greater than fifteen feet (15'). Trees shall be not less than one to one and one-half inch (11/2") caliper size at time of planting;
provided, all trees must be planted and staked, if necessary, according to professional nursery standards. No tree or plant which may cause damage to public roadways or sidewalks or
which is regarded as a "trash" tree or plant shall be planted. A list of accepted tree, shrub, and ground cover species shall be maintained by the city building official for review
by the public. Any other tree, shrub or ground cover species may be planted only upon prior approval from the city building official.
18.14.020.E- Off street parking areas and other vehicular use areas shall have interior landscaping covering at least five percent (5%) of the total parking lot area for lots with ten
(10) or more parking spaces. In addition, other vehicle use areas shall have one square foot of interior landscaping for each one hundred (100) square feet of paved area. Where the
property contains both parking areas and other vehicle use areas, the two (2) types of areas shall be treated separately for the purpose of determining the required amount of landscaping.
Each separate landscaped area shall contain a minimum of fifty (50) square feet and shall have a minimum dimension of at least five feet (5'). The landscaped areas may be located so
as to break up the expanse of paving or may be located adjacent to any structures located on the property. One tree shall be planted for every two hundred (200) square feet of interior
landscaping. All remaining land in the area designated for landscaping shall be covered by shrubs, ground cover or other authorized landscaping material not to exceed three feet (3')
in height. Plans showing location, size and type of plant materials for landscaping in parking areas shall be included in all applications for a building permit or design review clearance
and compliance with this chapter shall be a condition to the issuance of such a permit or clearance.
Perimeter landscaping may cause site triangle issues, submit plans that demonstrate sight triangle requirements satisfied.
Tree at NE corner of park lawn will need to be removed. Applicant will try to keep other trees.
10. Exterior lighting: (light shielding, light trespass)
