Linden Avenue, Chubbuck, ID 83202 208.237.2430 www.CityofChubbuck.us Design Review Minutes – with applicant Project Name: Tailwind & Industry Way Shop Applicant Name: Brandon Roberts Applicant Address: 325 E 600 S, suite 100, Preston ID, 83263 Project Address: Corner of Tailwind & Industry Way Email: brandon@triconproperties.com Date: July 19, 2022 * Design review approval is not an approval of any other required permits or licenses and is only an approval of authorized functions of the Committee pursuant to Chapter 18.16 of Chubbuck Municipal Code. Site is approximately 1 acre, 14,000 sq ft steel building, could break into as many as 4 units. Look for tenants that are mom and pop offices space. 3,000-5,000sq. ft. space is very popular. Surrounding businesses are similar buildings and similar occupancy. 1. Traffic Safety and Traffic Congestion: (ingress, egress, off-street parking, unloading) • Access management guidelines limit access to Tailwind only, no access on Industry Way (as a collector). Approach width – Bridger will find out. • Property across street has 2 accesses – existed before access policy. • Driveway should line up with existing driveway across the street. • Will need to make a change to Tailwind access, radius of curb, parking on east curb line, if not okay. 2. Traffic Studies, Utility Studies: (as requested) • Need to submit traffic statement with building permit application and site drawings. Will be dependent upon uses and how much traffic it will generate. Will need to be verified. • Will need to verify amount of parking based on uses: (requirement based on number of employees) o 42 spaces are shown, or 6 per business bay. Should be adequate o For industrial uses the base is 1 per 2 employees plus 1 for each company vehicle. With unknown tenants at this point can’t be determined. o FYI For undefined commercial the requirement is 1 per 200 sf. Potentially 70 spaces. 3. Drainage: (storm & surface water, to be engineered, retained on site) • Will need to see full design and storm water report when drawings/building permit plans are submitted. Meet current standards. • Property next door looks like retention is under landscaping, underground is allowed, just need to have some type of pretreatment ahead of it – separation box, etc. Roadside swale typically reserved for runoff from street, landscape strip on property could serve as retention. Sediment box or oil/grease separator – different options in manual, typically see the oil/sand separator what is required. 4. Pretreatment / Nonresidential Wastewater Permit: (grease or oil/silt separator) • Depends on occupants. Automotive industry would need retention and clean up. Permit required for building. • Will do oil/grease separators if needed. Lean away from automotive and do not intend to put floor drains in. 5. Development Agreement (when needed) • No 6. Structures and Site Layout: (exterior design, buffering, fencing, dumpster enclosure) • Dumpster location appears to be good, if they get rid of access on Industry, may need to rotate. • City code requires the dumpster to be enclosed on 3 sides, surrounded by a solid wall/fence of at least 5’ in height, and that it be serviceable. • Flexibility on moving location to west, minimum distance from access – Bridger will check on what that number is. 7. Building Department: (professionally approved plans, ADA compliance, dumpster enclosure) • Need building permit applicant and engineered building plans. 8. Signs / Advertising: (advertising signs, height, structure) • Showing wall signs on building- submit plans at building permit application. 9. Landscaping: (ordinance copy, approved tree list) • Show calculations on landscaping plan that will be submitted at building permit showing that the design meets requirements of Chapter 18.14 of city code. o 18.14.020.D- Requires 10’ landscaping strip along public rights-of-way; requires 1 tree for each 50’, and 1 shrub or hedge of at least 3 gallons in size for every 5’.
