* Design review approval is not an approval of any other required permits or licenses and is only an approval of authorized functions of the Committee pursuant to Chapter 18.16 of Chubbuck
Municipal Code.
**This use will be for vehicle parking for next door properties; developer intends to build on the lots in future.
1. Traffic Safety and Traffic Congestion: (ingress, egress, off-street parking, unloading)
One access only from Southside for both lots (Lots 2 and 3 of Block 2 of Northside Plaza).
Will need to work with state and John Marshall (property to north) for additional access on Yellowstone at Noah St.
Drive aisle/approach needs to be paved (off of Southside Way) per city code.
Committee granted a waiver to applicant to modify the requirement, to require only 50’ of drive aisle pavement from the edge of existing asphalt on Southside Way. With the winter here,
a temporary gravel drive aisle/approach with track mat sufficient to prevent trackoff is approved until able to pave in 2023.
If trackoff from the unpaved vehicle use areas become an issue on the City streets, additional prevention measures will be required.
Frontage improvements (curb, gutter, sidewalk) on Southside Way and Yellowstone Ave. are required (curb, gutter, sidewalk)
Committee approved a 2-year temporary waiver of frontage improvements since this use is temporary and lots will be developed in the future. If improvements are not done in 2 years,
applicant will need to come back for another Design Review.
2. Traffic Studies, Utility Studies: (as requested)
Not required since vehicles are associated with adjacent uses
3. Drainage: (storm & surface water, to be engineered, retained on site)
No additional drainage required.
4. Pretreatment / Nonresidential Wastewater Permit: (grease or oil/silt separator)
none
5. Development Agreement (when needed)
Not required
6. Structures and Site Layout: (exterior design, buffering, fencing, dumpster enclosure)
Applicants are fencing just the parking area which meets city code requirements.
7. Building Department: (professionally approved plans, ADA compliance, dumpster enclosure)
No building permits are required.
Use is permitted since we are told the vehicles parking there will be from adjacent lot’s businesses. If at any time any vehicle not associated with an adjacent business is stored or
parks on the lot, a conditional use permit will be required since the use will change to a Vehicle Storage Facility.
8. Signs / Advertising: (advertising signs, height, structure)
None proposed.
9. Landscaping: (ordinance copy, approved tree list)
Frontage landscaping improvements on Southside Way and Yellowstone Ave. are required (curb, gutter, sidewalk)

Will need to obtain an erosion and sediment control permit prior to beginning any excavation and grading.
10. Exterior lighting: (light shielding, light trespass)
Shield all lighting to prevent trespass off of boundaries of the property and from the night sky.
11. Development: (platting, addressing)
Not needed.
12. Fire Department: (knox Box, fire hydrant locations, sprinkling, visible street address)
No concerns unless parking hazmat trucks, etc.
13. Police Department: (safety issues)
No concerns
