Jonathan Vincent, applicant, development will be across from Quinn Meadows nursing home. Plans to have 16 4-plexes and 2 6-plexes against canal, 76 units total. Applicant made corrections
based on previous meeting.
Traffic Safety and Traffic Congestion: (ingress, egress, off-street parking, unloading)
Curb radius on approach is too tight on inside corner.
Radius requirement is between 30ft. on both sides of entrance. Can work with radius as low as 20ft. if necessary.
Striping inside (lane lines) not needed, trucks will overrun when entering, etc. Applicant will remove.
Once plat comes in, City will send over to City of Pocatello, not anticipating any additional ROW will be required.
Traffic Studies, Utility Studies: (as requested)
Parking stalls look good.
Site doesn’t have enough units to warrant traffic analysis but needs a traffic statement, just one paragraph narrative. City will send traffic impact analysis guidelines.
City of Chubbuck and City of Pocatello share same sewer line in Quinn, with separate water lines on each side.
Drainage: (storm & surface water, to be engineered, retained on site)
Will need storm water report to be submitted with construction plans.
Dumpster locations work. For the southern dumpster – sidewalk ends on both sides of enclosure. Recommend ADA ramps down into parking lot on both sides.
Need detailed grading plan.
Pretreatment / Nonresidential Waste Water Permit: (grease or oil/silt separator)
General sewer permit required. City will provide application, submit to Mark Wilding: mwilding@cityofchubbuck.us
5. Development Agreement (when needed)
Yes, City will prepare when development plans are approved.
6. Structures and Site Layout: (exterior design, buffering, fencing, dumpster enclosure)
Dumpster enclosures appear to work but for only two, applicant will change note from 3 to 2.
Shed set up as an HOA, store playground equipment, etc. and pump. No issues.
7. Building Department: (professionally approved plans, ADA compliance, dumpster enclosure)
Need: plans, application, and site-specific erosion and sediment control plan
R-4 use permitted but should show calculations to meet minimum lot area.
Meet R-4 setbacks and frontage requirements.
8. Signs / Advertising: (advertising signs, height, structure)
Probably one sign with address. Preferred location, outside site triangle. Closest to Quinn, visible from street with bigger letters will be fine.
Sign permit needed.
9. Landscaping: (ordinance copy, approved tree list)
Need to follow landscaping code, 3 trees and 30 shrubs on front edge, site triangle requirements on Quinn, interior landscaping requirements met
Utilize Fort Hall irrigation, calling for canal pump (HOA owned)
10. Exterior lighting: (light shielding, light trespass)
Standard requirement, no light trespass
11. Development: (platting, addressing)
Full plat process – Sean will send preliminary and final plat applications
Single address with building letters. 6-8 inch letters under gables. Light in gables
1020 Quinn, buildings A, B, C, D…. Units 1,2,3,4.
12. Fire Department: (knox Box, fire hydrant locations, sprinkling, visible street address)
Fire hydrant locations on plans – email over.
3 foot clear space around hydrant
13. Police Department: (safety issues)
No concerns
14. Business License: before opening)
Not required
Next step is to submit building and development plans and start platting process.
To get on April LUDC agenda will need plat application by Tuesday of next week (March 15th) Pre plat submitted with application.
