Logan Johnson (Applicant) – Wright Development out of Centerville, UT. Proposing project to address substantial growth in area. Project is ten acres, which is half of the current parcel.
They submitted previous site plans with more mix of housing options including single family lots but decided this was a better direction. Opted for 48-plex buildings for better site
utilization. Unique clubhouse building with pool and amenities. Upper level of clubhouse has additional units. Applicant is anticipating acquiring the second half of the parcel to
the south as well. Applicant asked for clarification on Conditional Use Permit (CUP) process.
Devin Hillam, Economic Development and Community Services Director; will work out technical details through Design Review process. Project will then go before Land Use & Development
Commission (LUDC). LUDC will make sure project fits and is compatible with surrounding area in a public hearing. LUDC is final approval, does not go before Council. May need to go
to Council if requesting a parking deviation for fewer stalls. Property needs to be platted – goes to LUDC who then forwards recommendation to Council. Applicant can run applications
concurrently (preliminary plat and CUP).
Traffic Safety and Traffic Congestion: (ingress, egress, off-street parking, unloading)
Traffic Impact Analysis – Category A required. Will send guidelines.

Access on Hawthorne is not allowed per access management guidelines. City is not opposed to it but needs to be addressed and justification shown in analysis. Applicant could consider
moving access to the south and sharing, may have a bigger benefit to the area. Needs to be discussed in study.
Interior pedestrian area between building adjacent to Knudsen and south to common playground area: concerns for both sanitation and EMS not having continuous flow through site. Applicant
stated it was a tradeoff between ped safety and fire access. Stubs no farther than 150 ft. City grateful they are paying attention to ped access, in this circumstance tradeoff favors
opening access for EMS. Chief Miller would like to see parking lot go all the way through. May also create more parking stalls which would then remove the need for a deviation. Applicant
is inclined to do northern-most of the two drive aisles. Satisfies concern.
Planning to stub access across property line, coordinate with adjacent property owner or stop at property line.
Access at NE corner, majority on applicant’s property – talk to adjacent property owner about future maintenance or cross-access agreement. Applicant will check on existing CCR’s with
property owner.
Traffic Studies, Utility Studies: (as requested)

3. Drainage: (storm & surface water, to be engineered, retained on site)
Submit stormwater drainage report with construction plans. Will send requirements

4. Pretreatment / Nonresidential Wastewater Permit: (grease or oil/silt separator)
Clubhouse/office space – no food preparation (grease/oil), just a kitchen.

5. Development Agreement (when needed)
Will be needed. City will prepare once construction plans have been approved. Return to Sean Harris sharris@cityofchubbuck.us
6. Structures and Site Layout: (exterior design, buffering, fencing, dumpster enclosure)
Dumpster enclosures – City has a front load truck, so will need to adjust how enclosures are oriented/located. 26’ dimension – truck is 35’ long. Bridger will work through that with
applicant.
Applicant asked about contracting sanitation services out to private disposal companies. City ordinance requires that the City provide the service.
Size of container, number of visits per week is up to owner.
Applicant asked about dumpster/unit ratio. Bridger can help coordinate.
No fencing planned except around pool.
LUDC may discuss fencing with the CUP, no need for fencing – staff will support.
7. Building Department: (professionally approved plans, ADA compliance, dumpster enclosure)

Question about pass-throughs. Applicant stated they are there and can walk through first levels all the way through, except for clubhouse.
8. Signs / Advertising: (advertising signs, height, structure)
No signs shown. Applicant anticipates putting a monument sign in retention area up against Knudsen next to middle access. Will include that location showing sign mockup with building
permit.
Two monument signs planned at development across the street, will be good to differentiate the 2 projects. Good location.
Sign details can come at permit stage.
9. Landscaping: (ordinance copy, approved tree list)
Requirement is 1 tree and 3 shrubs per 50 feet.
Don will share tree guide with landscape architect. Hired Bill Jackson for landscape design. Will update with correct trees prior to LUDC meetings.
10. Exterior lighting: (light shielding, light trespass)
Looks good. Shielded and kept on site, no concerns.
11. Development: (platting, addressing)
Cities preference is single address with building letter & unit numbers.
When submitting for plat, submit suggested addressing to review and plug into City system.
Applications needed: Preliminary Plat, Final Plat, CUP, and parking variance if needed. Submit plat applications to Sean Harris sharris@cityofchubbuck.us
Water rights – Surface irrigation water provided by Fort Hall Irrigation Project (FHIP), which is part of the Bureau of Indian Affairs. Rights are assigned to property and can’t be
transferred. Property does have rights and through the process the City becomes the agent and pays the assessment to Fort Hall. Pressurized irrigation system located on Knudsen and
connection in adjacent property if they want to connect. Applicant does not need additional rights, will just execute Assignment of Agent contract (City will prepare).
12. Fire Department: (knox Box, fire hydrant locations, sprinkling, visible street address)
Riser rooms keyed the same with Knox box at clubhouse with that key.
13. Police Department: (safety issues)
No concerns.
14. Business License: (before opening)
Will need business license, approximately 2 weeks prior to opening.
