Municipal Code.
Kathy & Sasha Cashmore, applicants, are opening an independent community pharmacy. Business will be geared to serve entire community but specializing in women’s health. Both have received
specialized training for women’s services. Services will be about half the cost of an urgent care and far less than emergency room services. Applicants are using a pharmacy in San Diego
as blueprint/business model.
1. Traffic Safety and Traffic Congestion: (ingress, egress, off-street parking, unloading)
Ensure stalls are 180 sq ft per code requirement. Likely met based on updated site plan.
Parking stalls required- 16.2/ 17 actual (1 per every 200 sq ft). Exceeding minimum required- we should encourage to decrease and move against building rather than property line.
Need to verify that parking and drive aisles to be paved (per city requirement)
2. Traffic Studies, Utility Studies: (as requested)
Traffic Impact Statement required – submit with building permit
ITE = 10.29 (pharmacy w/ drive thru)/1,000 sq ft. 3,240 sq ft = 33.33 PM peak hour trips
3. Drainage: (storm & surface water, to be engineered, retained on site)
Patriot Square contains of the development stormwater in a central pond- nothing more required for this project.
4. Pretreatment / Nonresidential Wastewater Permit: (grease or oil/silt separator)
Nothing required as of now but should verify exact uses inside building.
Follow industry protocols for medication disposal.
5. Development Agreement (when needed)
Not needed.
6. Structures and Site Layout: (exterior design, buffering, fencing, dumpster enclosure)
C-2. Use permitted.
Setbacks met (zoning required- 10’ front, 0 for the rest)
Building looks great
Will need to see layouts for dumpster enclosure to verify they are serviceable. Submit with building plans.
Do not need a fence.
7. Building Department: (professionally approved plans, ADA compliance, dumpster enclosure)
Engineered stamped plans required; submitted to building department.
Does not need to be sprinkled.
8. Signs / Advertising: (advertising signs, height, structure)
Mounted sign on building – no issues.
9. Landscaping: (ordinance copy, approved tree list)
No public road frontage so no tree requirement.
Parking area 5% to be landscaped – appears to be satisfied except needing 1 more tree but may have sight triangle issues. Design review can adjust this standard if desired prefer to
see a parking stall removed and another landscaping island with a tree)
Asphalt areas showing around 9,050 sq ft. so ~454 sq ft required
335 sq ft in front, 212 sq ft in island. 2 trees required (1 per every 200 sq ft landscaping)
Tree location at southwest corner = sight triangle problems at private intersection?
Ground cover shown as artificial turf which is not allowed in code but committee can grant a deviation. Committee decision is to approve a deviation to allow artificial turf as presented-
no water, no weeds, and little maintenance.
10. Exterior lighting: (light shielding, light trespass)
Some trespass onto Geronimo’s side but is being detained on commercial zone and in the Patriot Square development so it is okay.
11. Development: (platting, addressing)
Would suggest a replat for lots to make sense based on actual uses, not required though.
Address is 407 E. Chubbuck.
12. Fire Department: (knox Box, fire hydrant locations, sprinkling, visible street address)
Knox box and visible address required.
Water supply already exists.
13. Police Department: (safety issues)
No concerns.
