Chubbuck  Email: jon@mypatriot.net  Date: October 25, 2022   * Design review approval is not an approval of any other required permits or licenses and is only an approval of authorized functions of the Committee pursuant to Chapter 18.16 of Chubbuck Municipal Code. 1. Traffic Safety and Traffic Congestion: (ingress, egress, off-street parking, unloading) Access approved with subdivision plat. Loading dock off Branson is problematic – residential neighborhood, tractor-trailer trucks would block sidewalk. Trucks backing down street on their blind side also a problem. Applicant needs to explore other options and report back to city for further discussion. 2. Traffic Studies, Utility Studies: (as requested) Applicant needs to submit a Traffic Impact Statement with their building plans. 3. Drainage: (storm & surface water, to be engineered, retained on site) Drainage has been accounted for in the Patriot Square design, will need to utilize the existing system. 4. Pretreatment / Nonresidential Waste Water Permit: (grease or oil/silt separator) Standard wastewater discharge permit required. 5. Development Agreement (when needed) Yes. However, short plat is not required. 6. Structures and Site Layout: (exterior design, buffering, fencing, dumpster enclosure) Need to see details of dumpster enclosure on construction plans. Need buffering between commercial activity and any residential zone within 40’. Homes facing Chickadee are 50+’ away, but buffer needed from house at corner of Chickadee and Branson – 6’ solid fence on north and west sides of the residential lot will satisfy code. 7. Building Department: (professionally approved plans, ADA compliance, dumpster enclosure) Submit plans to Building Department. Sidewalk ramp improvement recommendation is to follow a linear path. 8. Signs / Advertising: (advertising signs, height, structure) No problem with the sign shown on building. No limit on size, however, a separate building permit must be issued for most signs. A monument sign may be approved with an advised controlled lighting system because of residential properties across the street, and an additional permit must be issued. 9. Landscaping: (ordinance copy, approved tree list) Requirements met in parking area (minimum 544 square feet landscaping beds and 3 trees) Need 2 trees and 18 shrubs on Branson street side. Be mindful of sight triangles. Submit final landscaping plan with or before building permit for review. 10. Exterior lighting: (light shielding, light trespass) It was recommended to add a streetlight. No trespass lighting onto residential neighbors on Branson and south side. 11. Development: (platting, addressing) Address is 451 E Chubbuck Rd 12. Fire Department: (knox Box, fire hydrant locations, sprinkling, visible street address) Needs a single knox box. 13. Police Department: (safety issues) Concerned with delivery and parking on Branson. 14. Business License: (before opening) Required 2 weeks prior to opening.
