Chubbuck  Email: jon@mypatriot.net  Date: October 18, 2022   * Design review approval is not an approval of any other required permits or licenses and is only an approval of authorized functions of the Committee pursuant to Chapter 18.16 of Chubbuck Municipal Code. 1. Traffic Safety and Traffic Congestion: (ingress, egress, off-street parking, unloading) Deliveries will be done by full size Semi’s from 8 to 5 Mon-Fri 4 to 5 times a week. Verify sight triangles. Verify in final landscaping plan that no trees or tall shrubs in sight triangles. Loading dock off Branson is problematic – residential neighborhood, tractor-trailer trucks would block sidewalk. Trucks would be backing down street on their blind side. Could condition to only travel north on road (use signage). Or recommend applicant figure out loading dock area internally. 2. Traffic Studies, Utility Studies: (as requested) Applicant needs to submit a Traffic Impact Statement with their building plans. 3. Drainage: (storm & surface water, to be engineered, retained on site) Drainage has been accounted for in the Patriot Square design, will need to utilize that system. 4. Pretreatment / Nonresidential Waste Water Permit: (grease or oil/silt separator) Standard wastewater discharge permit required. 5. Development Agreement (when needed) Yes, with short plat. 6. Structures and Site Layout: (exterior design, buffering, fencing, dumpster enclosure) Need to see details of dumpster enclosure on construction plans Need buffering between commercial activity and any residential zone within 40’. Homes facing Chickadee are 50+’ away, but buffer needed from house at corner of Chickadee and Branson – 6’ solid fence on north and west sides of their lot fence satisfies code. 7. Building Department: (professionally approved plans, ADA compliance, dumpster enclosure) Submit plans to Building Department. Sidewalk ramp improvements recommended. 8. Signs / Advertising: (advertising signs, height, structure) Signs on building only. 9. Landscaping: (ordinance copy, approved tree list) Requirements met inside, need 18 shrubs on street side. 10. Exterior lighting: (light shielding, light trespass) Standard requirements – retain on site. Need to submit detailed lighting plan. 11. Development: (platting, addressing) Platting required – short plat. Address is451 E Chubbuck Rd 12. Fire Department: (knox Box, fire hydrant locations, sprinkling, visible street address) If sprinkled, plans to State. Single knox box. 13. Police Department: (safety issues) No concerns 14. Business License: (before opening) Required 2 weeks prior to opening.
