*Need more information before Committee can make final decision. The purpose of this document is to
convey information about certain requirements so that a more complete site plan and phasing plan can be
submitted for review. Information that is needed before the next meeting:
• Landscaping plan addressing requirements of City Code
• Site plan showing locations of fences, signs, buildings, dumpsters, traffic circulation, use areas,
approaches, stormwater, etc.
• More complete phasing plan for structures/uses
Ryan Eborn, Applicant, plan for area is to eventually put a new car lot with 10 bays. Contacted ITD, got
information for permit. Applicant understands approach from Yellowstone needs to be upgraded as well as
curb and gutter. Also understands 10’ landscaping requirement.
Applicant wanted to clarify how many buildings would be allowed on property. Their idea is to have a car lot
up front and RV storage units in back as well as one storage building next to the existing house on the south
side. First thing they plan to do is build storage building that will be used for personal storage for the time
being.
1. Traffic Safety and Traffic Congestion: (ingress, egress, off-street parking, unloading)
• Approach off Yellowstone may need to be modified/replaced to meet current requirements.
• Pedestrian ramps on both sides of approach need to be replaced to meet current requirements.
• May require a new or revised access permit from ITD, applicant will need to contact.
• Only one access from Yellowstone will be allowed. Existing urban approach on Yellowstone will need
to be replaced (curb, gutter and sidewalk) to meet ADA requirements. South half of property.
• Any access points to Ward Drive need to be approved by City and will need to meet Access
Management Guidelines for a functionally classified collector. There is an existing informal access on
the south near the house on Ward Drive, would like to continue the location for access; in submitting
new site plan, Applicant should show location of desired access.
• Ward Drive classified as a collector. Will need additional ROW, 33ft from center. Improve from
centerline along frontage, just along applicants’ property.
• Valenty shown as cutting through property, not going to require based on previous council decision.
2. Traffic Studies, Utility Studies: (as requested)
• Traffic information not provided to know if study will be required. Will need a traffic statement
showing estimated trips- submit with preliminary plat application. Traffic Impact Analysis forms and

• North-South sewer line through center of property, easement will need to be maintained.
• Applicant stated there is an existing house on their property and asked if they can connect to that
sewer line for bathrooms in storage building. Will be allowed if in usable condition.
3. Drainage: (storm & surface water, to be engineered, retained on site)
• Stormwater required to be retained on site and be designed in accordance with Portneuf Valley
Stormwater Design Manual.
• Site plans and stormwater design will need to be submitted for approval.
4. Pretreatment / Nonresidential Wastewater Permit: (grease or oil/silt separator)
• Sewer permit needed.
• Applicant does plan to have floor drains in larger building. Will need separator.
5. Development Agreement (when needed)
• Yes.
6. Structures and Site Layout: (exterior design, buffering, fencing, dumpster enclosure)
• Need to provide garbage/sanitation needs. Commercial dumpster location will need to be evaluated
and approved. Dumpster enclosure needs to meet City standards. Commercial dumpster location
needs to be shown on revised plan for access, and enclosed by solid wall/fence of at least 5’ tall on at
least 3 sides.
• Need better site plan before formal decision.
• Storage units have different requirements. 3-acre max and supplemental requirements (see section
18.12.050 of City Code); Self-service storage requires a conditional use permit.
• Vehicles sales site requirements of section 18.12.030.M requires a minimum of 3’ between vehicles
displayed for sale, no parking of vehicles in site triangle, and displaying vehicles in an orderly manner,
and be kept clean and display an appearance of being operable.
7. Building Department: (professionally approved plans, ADA compliance, dumpster enclosure)
• Each building will require own permit and stamped engineered plans.
8. Signs / Advertising: (advertising signs, height, structure)
• Sign plans will need to be submitted through building department for approval.
9. Landscaping: (ordinance copy, approved tree list)
• Need 10’ landscaping strip containing required trees and shrubs on all frontages per city code section
18.14.020.D.
• Meet interior landscaping plan per city code section 18.14.020.E. 5% of area landscaped. Drive areas
are 1%. Can’t count 10’ strip around outside towards this requirement.
• Will need buffering from existing house. Applicant plans to put storage building there.
10. Exterior lighting: (light shielding, light trespass)
• Shield lighting so that there is no light trespass off the premises.
11. Development: (platting, addressing)
• Full plat process needed.
• Confirm ownership of property in center (Bart Parrish?) – in process of being fixed.
• Parcel is a little over 3 acres, storage unit requirement is under 3 acres. Fine to separate and leave
under same ownership with deed restriction on plat or with improvements on the lot which clearly
confine the use to 3 acres or less.
12. Fire Department: (knox Box, fire hydrant locations, sprinkling, visible street address)
• If independent lots, knox box for each.
• If one lot, one knox box (may need to move).
• Address on Yellowstone, visible from street.
13. Police Department: (safety issues)
• No issues
14. Business License: (before opening)
Will need for new location.
