Paul Bastian, Court Naasz, Aubrey Naasz. Items listed below were addressed. 1. Traffic Safety and Traffic Congestion: (ingress, egress, off-street parking, unloading) 4 classrooms, needs 8 parking stalls. Applicant formally requested a deviation from code for paving requirement. Committee recommend approval of deviation with cause of enough special circumstances. It has been used as business in the past, constraints of site and infill adjustments, and site limitation for storm water run-off. None were opposed. 2. Traffic Studies, Utility Studies: (as requested) Applicant will need to submit a Traffic Impact Statement. Paul will provide traffic pattern and counts. 3. Drainage: (storm & surface water, to be engineered, retained on site) Applicant expressed concerns about where to place water. They can’t keep it on site and still have traffic flow. Paul’s suggestion is to excavate site to appropriate volume for rock bed, wrap in fabric, cover with porous traffic material that will allow water to go through. From storm water perspective it’s fine – does have an added liability if it’s not paved. Risks of falling in winter. Owner will need to take that into consideration. Calcium chloride stabilization can use standard ice melt. Since the building will not be expanded and no pavement will be added, no additional stormwater facilities are required to meet the City’s requirements. The existing stormwater patterns can remain in place. The proposed gravel infiltration area is acceptable to the City but not required. 4. Pretreatment / Nonresidential Wastewater Permit: (grease or oil/silt separator) Will need permit. 5. Development Agreement (when needed) Yes, as part of platting process through Development Services. 6. Structures and Site Layout: (exterior design, buffering, fencing, dumpster enclosure) Planning for residential carts only – no dumpster. 4 classrooms confirmed – 8 parking spaces minimum Applicant expressed concern about 6ft fencing up to sidewalk. Site triangle requirement is 3ft high. 6ft only around rest of property. Fencing proposal is acceptable. 8. Signs / Advertising: (advertising signs, height, structure) Building sign permit application needs to be submitted through Building Department. 11. Development: (platting, addressing) Short plat is required. Show existing lot lines, ROW, needs to go through City Council. Will need survey, lot corners. Verify Fort Hall ROW. Tax ID will likely change with County. Address is 5122 Hawthorne Rd.
