*Minutes are assuming C-1 zone change is approved, if not, applicant would need to come back and get a CUP.
Traffic Safety and Traffic Congestion: (ingress, egress, off-street parking, unloading)
Entire lot frontage is access, applicant plans to have one-way travel lane around building.
Needs minimum of 6 parking stalls.
Allow access as shown on plan.
2. Traffic Studies, Utility Studies: (as requested)
No study required.
3. Drainage: (storm & surface water, to be engineered, retained on site)
Applicant misrepresented conversation between Bridger and Paul Bastian.
If adding or replacing 5,000 sq. ft. or more of impervious surface, will be required to comply with stormwater requirements and design would need to include onsite retention for runoff.
If using gravel area for parking or driving, it needs to be paved, and needs to include stormwater compliance.
If less than 5,000 sq. ft., do not need to comply with all requirements, just the erosion and sediment control.
Decision is gravel for parking and driving needs to be paved.
Storm water needs to be retained on site.
4. Pretreatment / Nonresidential Wastewater Permit: (grease or oil/silt separator)
Will need permit.
5. Development Agreement (when needed)
Yes.
6. Structures and Site Layout: (exterior design, buffering, fencing, dumpster enclosure)
Issues with buffering that will need to be addressed during re-zone. South setback is 16ā.
Fencing required.
No on-street parking.
Need to confirm with applicant plans to use dumpster or residential carts. (Will need to meet screening requirements). Dumpster is likely not serviceable on site.
7. Building Department: (professionally approved plans, ADA compliance, dumpster enclosure)
Current plans do not show a direct egress out of sleeping area. Ron is working on details with applicant.
8. Signs / Advertising: (advertising signs, height, structure)
Building sign.
9. Landscaping: (ordinance copy, approved tree list)
Planter boxes in lieu of landscaping strip.
Will help with separation of parking from wide entry on street frontage..
10. Exterior lighting: (light shielding, light trespass)
Need to be below 15ā

15. C-1 Zoning: There are specific requirements for C-1 zoning in city code. Below are excerpts from Title 18.12.060. Some requirements in code relate mainly to new construction, but
these are relevant to both new construction and existing buildings:
C. [Any new] Mechanical equipment must be reasonably located or screened to limit sound transfer to nearby residentially zoned lands during construction.
E. Fences shall be maintained along residential property lines to prevent the intrusion of unwanted light, dust or blowing debris.
F. [Any new] Openings in buildings and activity centers on sites shall be located to minimize interference with residential uses.
G. Drainage from buildings and parking lot areas shall be detained on site and shall be directed away from residential land which abuts neighborhood commercial and professional uses.
H. [Any new] Loading and delivery entrances shall be located away from the interface with residential uses or shall be screened to prevent the intrusion of the commercial or professional
office activities into the adjacent residential neighborhood.
I. No on street parking shall be used by employees.
J. Light to allow lighting of the site shall not exceed fifteen feet (15') in height and shall be directed away from residences or residentially zoned land in the vicinity of the site
and the light emitted shall be confined to the site as much as reasonably possible with the technology available.
