Building will be approximately 32,000sq. ft., located directly east of existing school. Two-story building that will serve roughly 300 students. Limited budget for site improvements but those will include parking lot, landscaping, extension to Alpine Drive. 1. Traffic Safety and Traffic Congestion: (ingress, egress, off-street parking, unloading) Applicant is working on improvements needed Parking looks good 2. Traffic Studies, Utility Studies: (as requested) Working on traffic study Need to follow Access Management guidelines Recommend applicant create an agreement with neighbor to the north for extending utilities and road construction Applicant asked about circulation access, will need to follow access management guidelines. Collector street with spacing guidelines that are not met. If traffic impact study justifies different the City can work with that. Fewer accesses are better, generally. Circulation is one-way through there. 3. Drainage: (storm & surface water, to be engineered, retained on site) Need to include storm water report with design plans 4. Pretreatment / Nonresidential Wastewater Permit: (grease or oil/silt separator) All meals brought in, just a warming kitchen, no cooking on site. 45-gallon grease trap recommended Permit needed – City will send, submit to mwilding@cityofchubbuck.us 5. Development Agreement (when needed) Yes, City will prepare once plans are approved 6. Structures and Site Layout: (exterior design, buffering, fencing, dumpster enclosure) Need CUP, applicant is aware Recommend applicant find mitigation measures for Sawtooth/Philbin to alleviate traffic concerns Engineered drawings required 7. Building Department: (professionally approved plans, ADA compliance, dumpster enclosure) Site specific erosion & sediment plan Dumpster enclosure locations – front load truck, City will provide enclosure specs Engineered drawings for building permit – will collect Fire & Police impact fees at that time Submit plans and application to rosborn@cityofchubbuck.us 8. Signs / Advertising: (advertising signs, height, structure) No signs shown on plans, will have one on main entrance on building and possibly a monument sign near parking entrance – stay out of site triangle. Title 15 for more information 9. Landscaping: (ordinance copy, approved tree list) More detail needed on landscaping plan Standard is every 50ft. of frontage needs 1 tree and 3 shrubs. Driveways do not count toward 50 feet. Don will send tree list Width of swale will determine tree size Fort Hall Irrigation water rights, utilizing existing pump now, continue to do so Parking area landscaping 5% of total parking area – City will send code 10. Exterior lighting: (light shielding, light trespass) Standard requirements, no light trespass 11. Development: (platting, addressing) Full plat process Two separate addresses. 1295 existing school, new school will be 1195 Alpine 12. Fire Department: (knox Box, fire hydrant locations, sprinkling, visible street address) Sprinkler plans to State Alarm plans to City Knox box – can choose what type, near main entrance 13. Police Department: (safety issues) No concerns 14. Business License: (before opening) Not required Once traffic impact study is done can schedule CUP hearing. CUP application and info needs to be submitted by Tuesday of next week (March 15th) to get on agenda. Applicant has a Fall of 2023 opening requirement.
