* Design review approval is not an approval of any other required permits or licenses and is only an approval of authorized functions of the Committee pursuant to Chapter 18.16 of Chubbuck
Municipal Code.
In Chubbuck Village Zone. Building will be leased to Bingham Memorial Hospital.
1. Traffic Safety and Traffic Congestion: (ingress, egress, off-street parking, unloading)
Facts: Will use existing approach on the lot to the west.
Condition of Approval: Applicant to improve approach to meet current standards, including ADA (remove and replace sidewalk, radius curbs, ramps).
Facts: Parking number of spaces requirement met as shown.
Condition of Approval: Parking stalls need to be at least 180 square feet.
Facts: Meets other design requirements.
2. Traffic Studies, Utility Studies: (as requested)
Condition of Approval: Applicant is required to submit a traffic impact statement.
Currently showing water access from Yellowstone, water main is on the opposite side of the street, so crossing 5 lanes. Suggest that applicant look into accessing from Chubbuck Rd.
Recommend applicant review single service sewer line, may not pass plumbing inspection.
3. Drainage: (storm & surface water, to be engineered, retained on site)
Condition of Approval: Must retain on site.
Condition of Approval: Submit stormwater report for approval that meets Portneuf Valley Stormwater Design Manual. Can submit along with building permit application.
4. Pretreatment / Nonresidential Wastewater Permit: (grease or oil/silt separator)
Condition of Approval: Standard discharge permit required.
5. Development Agreement (when needed)
Yes.
6. Structures and Site Layout: (exterior design, buffering, fencing, dumpster enclosure)
Fact: Dumpster enclosure is not an enclosure and is not the right size.
Condition of Approval; Enclosure will need to be built which meets City requirements, need to clarify plans for existing dumpster. Applicant stated they will have a new shared dumpster.
Plans to build chain link w slats on 3 sides and no gates.
Fact: Building is more than 100ft. from street so exempt from height requirement of the zone.
7. Building Department: (professionally approved plans, ADA compliance, dumpster enclosure)
Condition of Approval: submit plans to building department.
8. Signs / Advertising: (advertising signs, height, structure)
None shown, may have signage on building.
9. Landscaping: (ordinance copy, approved tree list)
Condition of Approval: Canal frontage improvements required- city code requires a 10’ wide landscaping strip (west side) with a minimum of 1 street tree and 2 shrubs. Tree may be placed
in the adjacent lot’s landscaping strip.
Fact: No landscaping plans received, submit with building permit.
Condition of Approval: All non-paved areas need landscaping per city code.
Condition of Approval: Landscaping on existing frontage needs to be brought to city code; currently is deficient from meeting requirements.
Applicant stated they plan to xeriscape on canal side of project.
10. Exterior lighting: (light shielding, light trespass)
Condition of Approval: Lighting must be shielded from trespass off of the site and down from the night sky. Submit lighting fixture plan at building permit.
11. Development: (platting, addressing)
4742 Yellowstone – needs to be visible from road.
Already platted.
12. Fire Department: (knox Box, fire hydrant locations, sprinkling, visible street address)
Condition of Approval: Knox box required, key for other building in knox box as well.
13. Police Department: (safety issues)
No concerns.
14. Business License: (before opening)
Condition of Approval: Use existing, if under the same management and ownership.
Bingham Memorial will need business license.
