Pidcock Rd., Inkom ID 83245  Project Address: Corner of Briscoe & Yellowstone Ave.  Email: gatecitybuilders@yahoo.com  Date: April 20, 2021   Project overview by Krystal Chanda: 13 lots/buildings 2.45 ac 104 parking stalls req’d  - 105 are provided Basic landscaping with trees to meet 50’ spacing requirement Common use area features are TBD Zoned C-2 and so CUP is needed 4280 sq. ft of stormwater storage is provided in a pond Sewer/water services needed from City and there is a sewer service into property already 1. Traffic Safety and Traffic Congestion: (ingress, egress, off-street parking, unloading) Briscoe is a designated collector and 33’ ROW from centerline will be needed. Krystal ok with ITD has Yellowstone widening project planned and additional ROW will be purchased to the east of Yellowstone and no ROW needed here. Corey at ITD has told Krystal that a 40 degree radius will be needed onto Briscoe at Yellowstone and Krystal will modify the design Site triangle at intersection will need to be met 2. Traffic Studies, Utility Studies: (as requested) 3. Drainage: (storm & surface water, to be engineered, retained on site) Appears to be addressed; will need to be provided during construction drawings and plan approvals in accordance with Portneuf Valley Stormwater Design Manual 4. Pretreatment / Nonresidential Waste Water Permit: (grease or oil/silt separator) Not needed 5. Development Agreement (when needed) Will be required when the plat/plans are approved 6. Structures and Site Layout: (exterior design, buffering, fencing, dumpster enclosure) Radius to get to trash containers needs to be reviewed against truck specs. Bridger will look into and relay to Krystal. Since the use will need a CUP, staff recommends that good amenities be provided in order to satisfy likely desires of the Commission that would serve a younger population and provide some recreational opportunities. Picnic tables and grills could be good amenities and staff does not recommend that a tetherball pole be proposed to the Commission Fencing was discussed and Krystal said that fencing was going to be provided on the west side but didn’t know about other areas. Staff suggested that if fencing is used along street frontages, that a proposal for the CUP address it and not have a 6’ solid fence along the sidewalk. Staff suggested that if fencing along the streets is desired, that a lower fence or wrought iron be proposed to not create a pedestrian “tunnel” and to still keep kids in the development safe. Shrubs are required by code as well and will need to be provided as part of the landscaping plan. 7. Building Department: (professionally approved plans, ADA compliance, dumpster enclosure) 8. Signs / Advertising: (advertising signs, height, structure) Krystal stated that the name of the apartments will be on the building(s) and that no other signs were proposed. 9. Landscaping: (ordinance copy, approved tree list) 10. Exterior lighting: (light shielding, light trespass) Krystal stated that the parking area and sidewalks will be lighted. Lights will need to be shielded to prevent trespass off-site where not shielded by buildings themselves 11. Development: (platting, addressing) Full plat process is required. Sean Harris is the lead and contact for that process. Since the common area is a single lot, an HOA and CC&Rs are required Draft preliminary CC&Rs must be submitted at pre-plat application to ensure that common areas and improvements are appropriately addressed upfront for operations and maintenance For frontage improvements on Yellowstone, Devin Hillam spoke with ITD to find out information about their Yellowstone widening project. ITD is not planning on doing sidewalks and so a sidewalk will need to be provided with this project to satisfy code requirements for frontage improvements. 12. Fire Department: (knox Box, fire hydrant locations, sprinkling, visible street address) A hydrant or hydrants will be needed Each building will need addressed and signage provided for EMS location purposes 13. Police Department: (safety issues) 14. Business License: (before opening)
