1. Traffic Safety and Traffic Congestion: (ingress, egress, off-street parking, unloading)
Parking requirement is 1 space per 100sq. ft., site plan shows more than what is required, which is
fine.
180sq. ft. required per stall, overhang not included. Stalls as shown on plans are deficient in meeting
minimum size.
Parking area requires 1 tree every 200sq. ft. of landscaping – See included PDF.
Design Review can alter those requirements if requested for cause.
Parking and landscaping plans can be sent to Don Matson for review and processing through the
Design Review Committee (dmatson@cityofchubbuck.us ).
2. Traffic Studies, Utility Studies: (as requested)
No concerns.
3. Drainage: (storm & surface water, to be engineered, retained on site)
Will need to obtain storm water drainage approval through Development Services Manager, Sean
Harris, as part of Building Permit Application process. Sean will oversee site improvement plan reviews
and the construction process (sharris@cityofchubbuck.us ).
Applicants asked about curb cuts going through landscape buffers through site – and if they need to
remain as is. Not sure if they take water off site or on to site. Plan to add infiltration to retain 95th
percentile of run off. Stormwater will need to be retained on site.
Infiltration manholes on existing site, one may be filled in and paved over, one may still exist – City
looked at all project files and could not find any info on how they were constructed.
4. Pretreatment / Nonresidential Waste Water Permit: (grease or oil/silt separator)
Non-residential waste water permit and pretreatment required. Contact Mark Wilding
(mwilding@cityofchubbuck.us).
To wash down dumpster enclosure area, applicant is requesting a drain in dumpster area that ties to
grease trap. They have options that would prevent storm water from entering drain – City will check
with City of Pocatello.
o Update: Pocatello said that it would be allowed if they have a good, water-tight cover that will
prevent stormwater from entering the drain. Pocatello stated they’d be concerned about the
cover being left off and a storm event overwhelming the interceptor. So they’ll need to provide
some details on their plans that show how this drain will be covered and some information
about their process so we can get Pocatello’s official approval as part of the wastewater
discharge permit.
Sizing requirement – plumbing code, minimum 1500 gallon sand/oil separator. City asks that designer
double checks that is sufficient.
Existing system – Red Lobster had issues with grease, if intend to reuse needs to be checked, including
service lines – not looking to reuse.
5. Development Agreement (when needed)
An agreement will be needed for the storm water O&Ms per the design book. Sean Harris can assist
with this.
6. Structures and Site Layout: (exterior design, buffering, fencing, dumpster enclosure)
Design for front load sanitation truck. Concerned truck may be too long to access but can double
check design plans – City will send specs on sanitation truck.
o Update: Our commercial sanitation truck is 33’ long with an additional 6’ in front for the lifting
forks. The center of the rear tandem axle to the center of the front axle is 15.5’. The centerline
turning radius at the front axle is approximately 40’. The minimum clear width of a single
dumpster enclosure is 11’.
Exterior design and elevations look great.
7. Building Department: (professionally approved plans, ADA compliance, dumpster enclosure)
Building Plans can be submitted to the Building Department either in paper or electronically. If
electronic, please send to permits@cityofchubbuck.us and rosborn@cityofchubbuck.us. Ron Osborn is
the Building Official.
8. Signs / Advertising: (advertising signs, height, structure)
Wall signs are all okay. No restrictions on size.
Any off-site signs will need to be approved separately and discussed in further detail – all signs they
are planning for are within property line.
Landscape buffer between parking lot and Yellowstone, easements there for traffic signals and
irrigation. Signs are okay in the easement but will need to check for pipes, lines.
Traffic signal easement is with the State of Idaho’s highway, not the City. Special requirements are
fulfilled by the State. Corey Krantz, Traffic Engineer with ITD, is a good contact- 208-201-3371 or
Corey.Krantz@itd.idaho.gov.
Irrigation easement will depend on how the Fort Hall Irrigation Project defines that easement, they
may consider it right-of-way, in which they require a permit to do work there. Will need to reach out
to Fort Hall to see what it is defined as. Contact Tim Gardner at Fort Hall 208-238-1992.
9. Landscaping: (ordinance copy, approved tree list)
Site will need to meet the 10ft street buffer landscaping requirement along Yellowstone frontage on
street frontage, which is 1 tree and 3 shrubs per every 50 feet.
o Frontage is approximately 300 feet, which would require 6 trees and 18 shrubs. They can be
clustered to complement building, avoid signs, etc.
o There are some existing shrubs/plantings that can be included in the requirement if they
remain.
Landscaping requirements can be waved/modified upon request of Design Review Committee.
Other landscaping requirements are in code.
City can issue Building Permit prior to landscape design but not Certificate of Occupancy.
Mall road is not technically a public street either is the drive aisle on the south side of the building and
will fall under the parking area landscaping requirements, not the street frontage requirement.

10. Exterior lighting: (light shielding, light trespass)
No light trespass off-site.
Verify parking lot lights staying within parking area – planning to replace with newer, slimmer, LED
lights.
11. Development: (platting, addressing)
No concerns.
12. Fire Department: (Knox Box, fire hydrant locations, sprinkling, visible street address)
Existing occupancy, has a Knox box that can be reused on the new building.
Sprinkler plans go to State Fire Marshall for submittal and then are returned to the City.
Address needs to be visible from street.
13. Police Department: (safety issues)
No concerns.
14. Business License: (before opening)
Paul Andrus has already been in contact for business license.
