Lyn Yost, applicant, presented power point presentation on project:
Sterling Urgent Care Facility – 10 other facilities Idaho Utah and Wy
Corner of Northside Crossing and New Day Parkway
Paid specific attention to design as well as neighboring buildings that fit into the Creative Community
4,000 sq. ft. building
For whole area planning for 4 buildings total, approximately 100 parking stalls
50 ft. requirement to curb line to parking stall throat distance for driveway access. Will redesign with that requirement.
Reviewed window, dumpster and landscaping design
1. Traffic Safety and Traffic Congestion: (ingress, egress, off-street parking, unloading)
Non-residential in CC zone, need to look at parking for like uses. No set stalls per square footage. Examples of current Sterling facilities and what they use to make sure we are allocating
appropriate amount of stalls.
Push back for 50 ft. throat distance from street.
Roadway is also designed to allow for parking as well.
2. Traffic Studies, Utility Studies: (as requested)
None required.
3. Drainage: (storm & surface water, to be engineered, retained on site)
Storm water designed to maximally flow water to the north and west.
Pond volume estimated at 5,740 Cu. Ft.
4. Pretreatment / Nonresidential Waste Water Permit: (grease or oil/silt separator)
Will need non-residential
wastewater discharge permit
5. Development Agreement (when needed)
Already done.
6. Structures and Site Layout: (exterior design, buffering, fencing, dumpster enclosure)
Common area shared dumpster in North/West corner
Size based upon demand
55% window wall area on Northside Crossing
New Day side is at 41%
Windows designed carefully as to not conflict with patient privacy
Asking for variance/exception on 50% requirement – meets intent of code, large disntace from new day parkway, deviation is justified and acceptable
7. Building Department: (professionally approved plans, ADA compliance, dumpster enclosure)
Need complete set of plans
8. Signs / Advertising: (advertising signs, height, structure)
Signs are on side of building, no free standing
Anticipate one in future similar to Grace Assisted Living, monument sign of sorts for entire commercial area but no request for that yet
9. Landscaping: (ordinance copy, approved tree list)
A lot of landscaping along west side, can add additional trees for separation between other building and maybe picnic tables/benches.
Had reviewed and signed off by director of U of I Master Gardner program.
10. Exterior lighting: (light shielding, light trespass)
Lighting needs to stay on site.
Using lights similar to lights in division 3, LED, downward facing light shielding.
11. Development: (platting, addressing)
Already completed.
12. Fire Department: (knox Box, fire hydrant locations, sprinkling, visible street address)
Will need a knox box, can order off knoxbox.com
13. Police Department: (safety issues)
No concerns
14. Business License: (before opening)
Will need approximately 2 weeks prior to opening.
Great design, will set a good standard for everything else in area.
