Highlights of design changes: Riley Ford: main intent of redesign was to pull buildings away from property line as much as possible, realigned buildings and roadways and rotated buildings to north/south direction. Dumpster distribution throughout site. Jen Merrill: building set back went from 54ft. at building B to about 106ft. Buildings D and F are 127ft. Originally 12 large windows facing back houses and now 2 smaller windows per floor. Double in distance now and new design picked up 18 more parking stalls. Chris Miller: buildings now facing north/south instead of the whole face of the building, windows are now a master and spare bedroom, only 2 windows looking to north. Shadow on neighbors will only be for about 10-15 minutes when sun is coming up or going down. 1. Traffic Safety and Traffic Congestion: (ingress, egress, off-street parking, unloading) Traffic safety, congestion and access all meet requirements. Approved by Council for 1.8 parking ratio, total of 362 (not including several very narrow stalls). Above 1.8 ratio so parking requirement is met. 2. Traffic Studies, Utility Studies: (as requested) Not required. Previous study on this site, use fits intensities according to prior study. 3. Drainage: (storm & surface water, to be engineered, retained on site) Retain on site and include design and stormwater report with plans for review, no concerns yet. 4. Pretreatment / Nonresidential Wastewater Permit: (grease or oil/silt separator) No pretreatment necessary if there is no food prep in clubhouse. Permit required. Pool – drainage questions, acceptable to drain into sewer system but can’t overwhelm system 1.5” line, 40-50 gallons. 5. Development Agreement (when needed) Yes, City will prepare once plans are approved. 6. Structures and Site Layout: (exterior design, buffering, fencing, dumpster enclosure) New layout should address Land Use concerns, will require CUP, Applicant will need to meet burden of proof that standards are met. Still need to complete zoning and legal description requirements. Dumpster locations are serviceable. 7. Building Department: (professionally approved plans, ADA compliance, dumpster enclosure) Plans submitted to Building Department for review and approval. Submit to Ron Osborn rosborn@cityofchubbuck.us 8. Signs / Advertising: (advertising signs, height, structure) Plans submitted to Building Department for review and approval. Landscaping: (ordinance copy, approved tree list) Final landscape plan submitted to Don either with or before Building Permit Application, plans may be submitted all together. dmatson@cityofchubbuck.us Screen utility meters with landscaping. Required to utilize secondary irrigation system, mainline in Knudsen. Landscaping on Fort Hall canal easement will be responsibility of Developer. Developer has been in touch with Fort Hall. 5% of parking area needs to be landscaped – Developer will send what that number is. 10. Exterior lighting: (light shielding, light trespass) City code requires that lighting be shielded so that there is no trespass off the property. 11. Development: (platting, addressing) Will need to go through full plat process both preliminary and final. Single address with each building designated with letters or numbers. Need to be able to see building numbers at night, visible and lit. 12. Fire Department: (Knox Box, fire hydrant locations, sprinkling, visible street address) Will need water supply for hydrants throughout development. Will need a knox box on the clubhouse. All riser rooms keyed the same. Visible address 12” letters/numbers. 13. Police Department: (safety issues) No concerns. 14. Business License: (before opening) Will need business license (Office, Clubhouse, On-site Manager). Can be requested 2 weeks before seeking certificates of occupancy. Contact Paul Andrus to apply (pandrus@cityofchubbuck.us) Ryan Lewis, City Attorney, clarified that Design Review is for technical analysis only and the CUP will go before Land Use Commission again. Burden is on the Applicant to show CUP requirements have been met. Applicant stated they plan to meet with neighbors and address any additional concerns of the project.
