Applicant Name: Ric Boyce  Applicant Address: 210 W. Burnside #A  Project Address: 133 W. Burnside, Travel Lodge Parking Lot  Email: ricboycemsw@gmail.com  Date: May 18, 2021   Ric Royce presented an overview of the project. Works in Chubbuck and wants to set up combination temporary building, drive thru, combo seating coffee shack on the Travel Lodge property. Operating under mobile rules. Standalone setup, fully able to pump out gray water. Vision is beautiful patio with outside seating and trendy space. Danika provided an overview of her experience in restaurants- has family here and is excited to be part of the community. 1. Traffic Safety and Traffic Congestion: (ingress, egress, off-street parking, unloading) Conditional of Approval: Cross access agreement needed to be provided. Chapala has signed agreement for access. Physical Therapy Specialist signature still needed. Concerned about traffic backing up onto public street. Conditional of Approval: If stacking occurs on street, it will need to be addressed to prevent it backing onto street. Travel Lodge has given permission to use as much parking lot as necessary. Temporary cones could be used. 2. Traffic Studies, Utility Studies: (as requested) None required. 3. Drainage: (storm & surface water, to be engineered, retained on site) Conditional of Approval: Stormwater needs to be retained on site. 4. Pretreatment / Nonresidential Waste Water Permit: (grease or oil/silt separator) Pretreatment is documenting how water and waste is being taken care of. Mark Wilding will document and keep on file. Ric said that the plan is haul in water every couple of days and deposit into a water reservoir 5. Development Agreement (when needed) No 6. Structures and Site Layout: (exterior design, buffering, fencing, dumpster enclosure) Conditional of Approval: 10’ utility easement exists from back of sidewalk. If utilities need in, structures will need to be moved. Residential cart is plan for now since most materials will go with customers. 7. Building Department: (professionally approved plans, ADA compliance, dumpster enclosure) Conditional of Approval: No building plans needed if temporary but a building permit will be needed to have record of the structure. Conditional of Approval: Power that is run will need electrical permit. Conditional of Approval: There will be ADA access. 8. Signs / Advertising: (advertising signs, height, structure) Conditional of Approval: No off-premise advertising allowed per city code section 15.24.030. An exemption would be needed from City Council if desired but historically the Council has not permitted any. Conditional of Approval: Building Dept. will handle sign permit(s). Travel Lodge sign would be great for use since it is on-premise. Ric said that it isn’t for the intended market and wants something visible to customers in town. 9. Landscaping: (ordinance copy, approved tree list) Conditional of Approval: Submit landscaping plan along with building permit to closely meet intent of landscaping code while being a temporary use locating on an existing use. Ric said that there is no longer water running to landscaping strip behind the sidewalk. The trees that are there don’t have water. Ric is working with the owner of Travel Lodge to get trees there and willing to bring in water to water landscaping. 10. Exterior lighting: (light shielding, light trespass) Conditional of Approval: Exterior lighting should be shown on building plans and should be shielded to prevent light trespass off of the premises. 11. Development: (platting, addressing) No platting needed. Ric said that have been using Travel Lodge Address Chief Miller – a separate address would be beneficial, especially since power will be brought in Sean will assign address at Building Permit stage 12. Fire Department: (knox Box, fire hydrant locations, sprinkling, visible street address) If the use/structure becomes permanent, a knox box will be required but is not required now. 13. Police Department: (safety issues) No concerns. 14. Business License: (before opening) Conditional of Approval: Obtain a temporary building license at least 2 weeks before opening from Paul Andrus. Other conditions: If the use switches from temporary to permanent at any point, a new design review committee review and approval will be needed.
