Committee reviewed new site plans. Key observations noted:
Chubbuck Road address approved. Address will change from 4810 Burley Dr. to 322 E. Chubbuck Road.
The City’s current access management guidelines require that access to the site be limited to Burley
Drive with no access to Chubbuck Road. This would eliminate Alternatives #1 and 2 from consideration
and leave Alternative #3.
The stacking length for vehicles in the drive-through lane(s) is much better than previously proposed
but we still recommend that as part of the design, additional analysis be completed to verify an
appropriate amount of stacking length is provided.
The split from one lane to two lanes and then back to one lane will create potential conflict points for
the traffic. Appropriate striping and signage should be considered to allow for smooth flow of traffic
and should be included in the construction plans.
Stormwater – the site will need to retain stormwater on-site, which appears to be provided by a
planned swale on the west side. The site layout and landscaping will also need to accommodate the
existing stormwater swale and drywell that is located along Burley Drive. That facility takes runoff from
the street and will need to be retained. In addition, we believe there may be runoff from the property
to the north that is flowing onto this property in question. We understand the proposed swale on the
north side will be sized to serve that purpose.
The temporary approach on Chubbuck Road should be replaced with new curb and sidewalk to meet
current ADA standards.
The pedestrian ramp at the corner of Chubbuck Road and Burley Drive should be updated to comply
with current ADA standards.
In the current location, servicing the dumpster will require the truck to cross traffic, block traffic, and
then back into traffic. We recommend the enclosure be rotated about 135 degrees counterclockwise
and additional paving be added to allow the truck to service it outside of the customer traffic lanes.
If gates on the enclosure will be used, they will need to be secured open by the owner when being
serviced.
A pretreatment device will be required along with a wastewater discharge permit.
Landscaping will need to account for the sight triangles.
City code requires stormwater and construction plans be stamped by an engineer and then submitted
for review and approval.
Sign Easement on southwest corner, sign permit for any change in sign to ensure it does not encroach
on the sight triangle.
