Design Review Committee Meeting Minutes (with applicant)
November 10, 2020

Present: Kevin England, Mayor; Devin Hillam, Community Planning and Economic Development Director; Bridger Morrison, Public Works Operations Director/Engineer; Bill Guiberson, Police
Chief; Merlin Miller, Fire Marshal; Don Matson, Planning Manager; Paul Andrus, Associate Planner; Ron Osborn, Building Official; Sean Harris, Development Services Manager; Kami Morrison,
Program Administrator; Tom Holmes, City Attorney; Stewart Ward; Doug Briscoe, Cassidy Bell.
Meeting today is a site plan review for The Hive. Doug Briscoe is the contractor for a proposed wedding venue.
PROJECT REQUIREMENTS
TRAFFIC SAFETY AND TRAFFIC CONGESTION:
No concerns
TRAFFIC STUDIES, UTILITY STUDIES:
No concerns
OUTDOOR ADVERTISING:
Sign on building and out front on the Patriot Square sign.
LANDSCAPING:
Rock islands inside must include living material. Requirement is 5% of parking area is to be landscaped. Landscaping around building counts as landscaping if adjacent to parking.
Vinyl fence will be placed along railroad tracks.
STRUCTURES AND SITE LAYOUT:
Dumpster enclosure location is okay but needs to double in size to accommodate for a double enclosure for shared dumpsters.
DRAINAGE:
No concerns
PRETREATMENT:
A pre-treatment permit is not necessary given the use.
EXTERIOR LIGHTING:
Condition of Approval: Lighting needs to be shielded to prevent light trespass.
Lighting on building only, owner does not want to light parking lot.
May want to consider low lighting in parking strip islands to help with traffic and pedestrians at night.
ENGINEERING:
Cleaner to re-plat but not required. Recommend to re-plat or work out easements.
Pedestrian access, developer is aware of west entrance improvements needed as part of Ameri-Title site. Overall plan is not to have sidewalk interior to development.
No dedicated street corridor.
Shared access agreement exists.
Not planning to re-plat unless required. Plan to sell lot 7 and portions of other lots. Concern is if not re-platted than easements are an issue.
FIRE DEPARTMENT:
Condition of Approval: Knox box will be required and a visible street address. 383 E. Chubbuck Road address.
Good on hydrant locations.
Address will be placed on building and on Patriot Square sign.
BUILDING DEPARTMENT:
Condition of Approval: Submit plans to the Building Department.
Building Permit required, prefer digital set of drawings and 2 sets of hard copies.
POLICE DEPARTMENT:
No concerns.
NONRESIDENTIAL WASTEWATER PERMIT:
Not required.
BUSINESS LICENSE:
Will need to obtain.
DEVELOPMENT AGREEMENT:
May possibly have one, depending on site plans.
