Meeting ID 878 4789 1034 Present: Kevin England, Mayor; Rodney Burch, Public Works & Municipal Services Director; Devin Hillam, Economic Development and Community Services Director; Bridger Morrison, Public Works Operations Director and City Engineer; Bill Guiberson, Police Chief; Merlin Miller, Fire Chief; Don Matson, Planning Manager; Paul Andrus, Associate Planner; Ron Osborn, Building Official; Sean Harris Development Services Manager, Kami Morrison, Programs Administrator; Tom Holmes, City Attorney. Representing Applicant: Giulio DeGiulio and Brian Hopkins Meeting today is a site plan review for 292 Tailwind Circle, a building with 5 leasable spaces all of which are 20x100. Each space has a bathroom with shared water and sewer and individual electric and gas. May turn building 90 degrees to face the west depending on best use. Applicant is also proposing a future 2700sq. foot building behind the existing building for growth of his business. After discussing details of the project and city standards, the Design Review Committee approved the project to move forward, subject to following conditions, standards, and comments. PROJECT REQUIREMENTS TRAFFIC SAFETY AND TRAFFIC CONGESTION: Parking layout is okay if used as service bays. TRAFFIC STUDIES, UTILITY STUDIES: No concerns. OUTDOOR ADVERTISING: Condition of Approval: Submit sign plans and designs to the Building Official for processing. LANDSCAPING: Condition of Approval: Need to have landscaping plan approved before CO, if possible before building permit. Design Review Committee granted a deviation from landscaping requirements. Given it is an industrial site with no frontage, landscaping on east side of property is permitted in lieu of the required frontage landscaping. STRUCTURES AND SITE LAYOUT: Signage on building only. Condition of approval: Sign permit submitted to Building Department. DRAINAGE: Condition of Approval: need detailed site plans with storm water report, etc. PRETREATMENT: Depending on use and plumbing it may require an industrial wastewater discharge permit. EXTERIOR LIGHTING: Condition of Approval: Lighting needs to be shielded to prevent light trespass. ENGINEERING: Condition of approval: Dumpster location needs to be moved to a more direct route. Condition of approval: Entire frontage approach needs sidewalk that follows the cul-de-sac. Must include ADA ramps. Applicant requested a 1 ½ inch water service. Site may have double 1” water service with two lines to one can, which could possibly be combined. Will have to be looked at on site. Applicant prefers to combine into one line. Water Department does provide a 2” compound if necessary. FIRE DEPARTMENT: Condition of Approval: Knox box will be required as well as a key for each individual building. Condition of Approval: Each unit needs to have an individual address (letters or numbers). BUILDING DEPARTMENT: Condition of Approval: At least one hour fire separation is required between each unit. Depending on use may need to increase separation. Condition of Approval: Detailed set of drawing required. POLICE DEPARTMENT: No concerns. NONRESIDENTIAL WASTEWATER PERMIT: Condition of Approval: Depending on use and plumbing, may require that applicant complete a non-residential sewer application. Condition of Approval: If floor drains are included, an industrial discharge permit will be needed. BUSINESS LICENSE: Condition of Approval: Required if not already obtained. DEVELOPMENT AGREEMENT: None. Minutes from today’s meeting were e-mailed or mailed to the Design Review Committee and D3 Construction.
