Design Review Committee Meeting Minutes (with applicant)
November 10, 2020

Present: Kevin England, Mayor; Devin Hillam, Community Planning and Economic Development Director; Bridger Morrison, Public Works Operations Director/Engineer; Bill Guiberson, Police

Administrator; Tom Holmes, City Attorney; Nick Jensen, Developer; Marshall Rositter, Architect.
Meeting today is a site plan review for Sawtooth Ridge, a multi-family complex.
PROJECT REQUIREMENTS
TRAFFIC SAFETY AND TRAFFIC CONGESTION:
No concerns.
TRAFFIC STUDIES, UTILITY STUDIES:
No concerns.
OUTDOOR ADVERTISING:
Owners may want a sign on the corner of Philbin and Sawtooth. If they do it will be something smaller 4-6 feet tall/wide.
Will require a sign permit.
LANDSCAPING:
No trees in site triangle at intersections. Minimum requirement of trees along the road is one tree for every 50 feet of frontage. Can be adjusted and cluster if needed.
STRUCTURES AND SITE LAYOUT:
No concerns.
DRAINAGE:
No concerns
PRETREATMENT:
A pre-treatment permit is not necessary given the use.
EXTERIOR LIGHTING:
Condition of approval: Lighting needs to be shielded to prevent light trespass.
Building Department will approve additional lighting in back area near retention pond.
Lighting for lawn area near amenities will be similar to lighting on front of building, downcast LED’s on back and sides of building.
ENGINEERING:
All plans were approved in the construction drawing phase.
Included requirement to contribute to irrigation pump stations, fees will be assessed in building permit phase.
Service for landscape irrigation will connect at Sawtooth. Will need to be done so at whatever point that comes on line will have to be connected to the old system. Landscaper likes
butterfly valve, hooks to both systems with ability to switch between. Double check system so it can’t back feed and then in the future will eliminate that and go just to irrigation
system.
FIRE DEPARTMENT:
Will require a visible street address.
Actual address will be on gable with an LED light that shines down on address.
Will be Sawtooth address.
Hydrant at end of Sawtooth and one on Philbin. Inside hydrant, account for trees nearby.
BUILDING DEPARTMENT:
Condition of Approval: Submit applications to the Building Department.
POLICE DEPARTMENT:
No concerns.
NONRESIDENTIAL WASTEWATER PERMIT:
None required.
BUSINESS LICENSE:
None required.
DEVELOPMENT AGREEMENT:
None.
