Design Review Meeting Minutes (w applicant)
Design Review Purpose: To guide the general appearance and arrangement of commercial, industrial and intense residential uses in order to create an attractive and dynamic "downtown
business center", assure the compatibility of satellite commercial establishments and industrial areas with their surrounding neighborhoods, and assure the compatibility of dense residential
land uses with surrounding neighborhoods.

In attendance via Zoom: Kevin England, Mayor; Rodney Burch, Public Works Director; Devin Hillam, Community Planning and Economic Development Director; Bridger Morrison, Public Works
Operations Director and City Engineer; Bill Guiberson, Police Chief; Merlin Miller, Fire Chief; Don Matson, Planning Manager; City Planner; Ron Osborn, Building Official; Kami Morrison,
Municipal Services Program Administrator and Ryan Eborn, applicant.
1. Traffic Safety and Traffic Congestion: (ingress, egress, off-street parking, unloading)
No concerns
2. Traffic Studies, Utility Studies: (as requested)
Applicant confirmed no plans to run water or sewer.
3. Drainage: (storm & surface water, to be engineered, retained on site)
Condition of approval: storm water report does not meet city requirements, needs to be updated and will need to include a storm water facility on site.
4. Pretreatment / Nonresidential Waste Water Permit: (grease or oil/silt separator)
No pretreatment requirements.
5. Development Agreement (when needed)
None.
6. Structures and Site Layout: (exterior design, buffering, fencing, dumpster enclosure)
No concerns.
7. Building Department: (professionally approved plans, ADA compliance, dumpster enclosure)
City has received building plans and application. No concerns.
8. Signs / Advertising: (advertising signs, height, structure)
No signs
9. Landscaping: (ordinance copy, approved tree list)
Condition of approval: Bring landscaping up to code, 1 tree per 50 feet of frontage (3).
10. Exterior lighting: (light shielding, light trespass)
None.
11. Development: (platting, addressing)
Has been platted and addressed.
12. Fire Department: (knox Box, fire hydrant locations, sprinkling, visible street address)
Will need visible address on building and a Knox box.
13. Police Department: (safety issues)
No concerns.
14. Business License: (before opening)
None, expansion.
