Design Review Committee Meeting Minutes
April 7, 2020

Meeting today is a site plan review for Chubbuck Medical Center, Medical Office Building
PROJECT INFORMATION PRESENTED AT MEETING BY APPLICANT
Greer provided the following background information:
Building second part of project for FKC group.
Encompasses some original land they owned but didn’t end up using.
Less than a 1 acre site.
Will be center of operations for Doctor Rahim and will serve southern Idaho.
Building itself is very similar to current building already there as far as colors, materials, architecture.
Key element that was part of original plan was to have a healing garden, shown in rendition on NE corner of building. Current drawing shows a water feature. Originally discussed having
it but may pull it back and have statues. Tiered area so it blocks a little of surrounding area.
TRAFFIC SAFETY AND TRAFFIC CONGESTION: As per plans:
The Committee voiced concerns about alignment of ADA ramps not aligning with one another
The Committee voiced concerns about a lack of crosswalk striping between ADA ramps for pedestrian safety.
The Committee voiced concerns about backing into drive aisle on shared access road. Greer indicated that these stalls would be doctor parking only and that as the area develops, the
developer intentionally left curb off south and west side of the access road for another building and parking along outside edge. Greer stated that the access road would not be a major
access to site and that the main access would be off of Knudsen.
Condition of Approval: ADA ramps to face one another.
Condition of Approval: Stripe crosswalks between ADA ramps.
Recommendation: Attempts should be made to minimize through traffic on the shared access as the area develops to minimize vehicular conflict points.
Note: Committee’s preference is that the shared access will never become a public road due to the size of the shared access lanes and the backup parking movements.
TRAFFIC STUDIES, UTILITY STUDIES:
The Committee voiced no concerns with this element and no studies are required.
OUTDOOR ADVERTISING:
Condition of Approval: The Building Official will process the sign permit application. The sign may require Design Review Committee approval.
LANDSCAPING:
Condition of Approval: Prior to Certificate of Occupancy, the project will need to satisfy City Code Chapter 18.14’s minimum requirements, including but not limited to parking area interior
landscaping, sight distance adjacent to public rights-of-way and points of access, and plant material. Upon reviewing city code, contact Paul Andrus (pandrus@cityofchubbuck.us) if
there are questions.
STRUCTURES AND SITE LAYOUT:
The Committee voiced no concerns, finding that the plan appears to meet City Code requirements.
DRAINAGE:
Greer stated that the stormwater drainage will be engineered and retained on site with the stormwater pond in the SW corner would collect for the entire site. Greer stated that the
depth is dictated by collection system itself and that the pond 4-5x bigger than what it needs to be per city requirements. Greer stated that the pond will be approximately 4’ deep
in order to collect all site storm water. The Committee stated that in other locations, the City has put security fencing around anything deeper than 3 feet and Greer indicated that
the pond is not terribly steep and that it is intended to be a landscaped feature that looks nice with curbing that will go up around edges and boulders and willows. Greer is not anticipating
water to be in pond as the geotechnical report shows a reasonable infiltration rate in the location.
Recommendation: Efforts should be taken to minimize potential hazard areas around the pond.
PRETREATMENT/NON-RESIDENTIAL WASTEWATER PERMIT:
Greer stated that the building will use a 1” water service and will have minimal usage. Greer indicated that the building will have some clinical ability and offices but that he does
not believe x-rays will be used.
Condition of Approval: Contact Josh Packer (jpacker@cityofchubbuck.us) to coordinate necessary pretreatment permits; permits and necessary infrastructure will be dictated by specific
uses in the facility.
Condition of Approval: A non-residential wastewater permit will be required.
EXTERIOR LIGHTING:
Condition of Approval: Per City Code, exterior lighting needs to be shielded to prevent light trespass off-site.
ENGINEERING:
Greer stated that utilities will connect from Zebe Street and that the project will connect to sewer, water, and irrigation at Zebe since they have to go into the street.
The Committee discussed the fact that the short plat has been approved by Council.
The Committee stated that if the occupants will be using a recycling dumpster that the pad will need to be widened space to a width that would to allow for 2 dumpsters. Greer stated
that he would find out but that there was room to do so since the site is overparked from city requirements.
The Committee discussed a shared access easement for the site. Greer indicated that he would verify that the title chain has kept the easement in place and that the plat would contain
a reference to the easement.
Condition of Approval: Plat to be recorded prior to issuance of Certificate of Occupancy.
Condition of Approval: All site/engineering plans to be reviewed and approved by Engineering prior to the issuance of permits.
Condition of Approval: All site improvements required by City Code, including utility connections, stormwater pond constructions, etc. shall be approved by the Department prior to issuance
of Certificate of Occupancy.
Condition of Approval: Reference shared access agreement instrument number on the recorded plat.
FIRE DEPARTMENT:
Condition of Approval: Knox box will be required and a visible street address.
Condition of Approval: Fire Hydrants on location are sufficient.
BUILDING DEPARTMENT:
Greer stated that the developer desires to pull a foundation permit next week.
Ron Osborn, Building Official, will review plans and be in contact with Morgan Construction for additional needed information.
Condition of Approval: All plans to be reviewed and approved by the Building Department. See other conditions of approval related to requirements before a Certificate of Occupancy can
be issued.
POLICE DEPARTMENT:
No concerns were voiced as relayed by Hillam.
BUSINESS LICENSE:
Condition of Approval: Contact Paul Andrus (pandrus@cityofchubbuck.us) for business license requirements.
DEVELOPMENT AGREEMENT:
Condition of Approval: A development agreement is required to ensure maintenance of stormwater system in accordance with an approved design and O&M plan. Contact the Engineering Dept.
