Meeting today is a site plan review for Chubbuck Medical Center, Medical Office Building PROJECT REQUIREMENTS Building second part of project for FKC group. Encompasses some original land they owned but didn’t end up using. Less than a 1 acre site. Will be center of operations for Doctor Rahim and will serve southern Idaho. Building itself is very similar to current building already there as far as colors, materials, architecture. Key element that was part of original plan was to have a healing garden, shown in rendition on NW corner of building. Current drawing shows a water feature. Originally discussed having it but may pull it back and have statues. Tiered area so it blocks a little of surrounding area. TRAFFIC SAFETY AND TRAFFIC CONGESTION: As per plans Concerns about alignment of ADA ramps. Consideration for a crosswalk striping throughout. Concerns about backing into drive aisle on shared access road. City preference is that it never becomes a public road. Intentionally left curb off south and west side of that for another building and parking along outside edge. Not perceived as a major access to site. Main access off Knudsen. Restrict as master plan and site development moves forward that road sees as minimal use as possible. Back 4 spaces behind building Doctor parking only. Reserved parking with Tesla charging stations. TRAFFIC STUDIES, UTILITY STUDIES: OUTDOOR ADVERTISING: Ron will process the sign permit application. LANDSCAPING: 5% of the paved area needs to be landscaped. A 10’ landscaping strip is required on the street frontage. 1 tree every 50 feet needs to be planted, they can be clumped together. Tree list was provided. STRUCTURES AND SITE LAYOUT: Plan Complies DRAINAGE: Stormwater drainage will be engineered and retained on site. Storm water pond, in SW corner for entire site. Depth is dictated by collection system itself. Pond 4-5x bigger than what it needs to be. Needs to be that deep to collect all site storm water. Pond is 4 feet deep and has capacity that’s 4x bigger than needs to be per code. Concerns about aesthetics of 5 foot deep pond. In other locations city has put security fencing around anything deeper than 3 feet. Pond is not terribly steep. Intend to be a landscaped feature that looks nice. Curbing that will go up around edges and boulders and willows. Not anticipating water to be in pond. Reasonable infiltration rate there. PRETREATMENT: Minimum 1,500 gallon grease or oil/silt separator Show a 2” water service. Will actually be a 1” with pretty minimal usage. No x-rays, some clinic ability and offices. EXTERIOR LIGHTING: Lighting needs to be shielded to prevent light trespass. ENGINEERING: Platting has been done Utilities showing connecting from Zebe street. Would like to connect sewer water and irrigation since they have to go into the street. Hoping to pull foundation permit next week. FIRE DEPARTMENT: Knox box will be required and a visible street address. Fire Hydrants on location are sufficient. BUILDING DEPARTMENT: Plans will go to Ron for approval. If using a recycling dumpster need to widen space to allow for 2 dumpsters. Mitch will find out. Could add room for another dumpster or eliminate a parking stall. Shared access easement was on short plat. Prepared those easements. Plat submitted to county for review and it does have easements on there. Mitch will verify it’s been carried through title chains. Ron will need complete set of drawings with foundation detail in order to issue permits. Regarding description of title changes and cross access agreement, need to make sure if/when recorded it reflects people that actually need to sign it. Mitch will track and send back before recording. Plat does have a spot for the cross access agreement.
