Meeting today is a site plan review for Bear River Storage.
PROJECT REQUIREMENTS
TRAFFIC SAFETY AND TRAFFIC CONGESTION:
Preference is for access on Hiram to align with church access. Applicant has concerns about losing amount of storage units, i.e. revenue. Engineering and Planning will discuss and
get back to applicant with decision.
DECISION & Condition of Approval: The location of the proposed approach/access on Hiram Ave. is acceptable at the shown location. The minimum width is 30’ (measured at the P.C.) and
the radius of the curb needs to be a minimum of 30’. This will likely require the southern curb to be modified.
TRAFFIC STUDIES, UTILITY STUDIES:
No concerns.
OUTDOOR ADVERTISING:
Back-lit signage on building only, facing Chubbuck Road.
Condition of Approval: Submit sign plans and designs to the Building Official for processing.
LANDSCAPING:
Trees on landscape plan should not enter into sight triangle at either the access or at the intersection of Chubbuck and Hiram.

F. Sight Distance For Landscaping Adjacent To Public Rights Of Way And Points Of Access: When an accessway intersects a public right of way or when the subject property abuts the intersection
of two (2) or more public rights of way, all landscaping within the triangular
areas described below shall provide unobstructed cross visibility at a level between three feet (3') and ten feet (10'); provided, however, trees or foliage extending into the cross
visibility area shall be allowed, provided, they are so located so as not to create a traffic hazard. Landscaping except required grass or ground cover shall not be located closer than
three feet (3') from the edge of any accessway pavement. The triangular areas above referred to are:
1. The areas of property on both sides of an accessway formed by the intersection of each side of the accessway and the public right of way line with two (2) sides of each triangle being
fifteen feet (15') in length from the point of intersection of the edge of roadway and accessway and the third side being a line connecting the ends of the two (2) other sides.
2. The area of property located at a corner formed by the intersection of two (2) or more public rights of way with two (2) sides of the triangular area being forty feet (40')
in length along the abutting public right of way lines, measured from their point of intersection of the edge of roadway, and the third side being a line connecting the ends of the
other two (2) lines. (Ord. 755, 2016)
STRUCTURES AND SITE LAYOUT:
Will have residential sanitation cart only.
DRAINAGE:
Storm water will be retained on site. City has no future plans for storm drain system. Individual lots to address on-site.
Condition of Approval: Applicant to submit storm water report along with site plan.
PRETREATMENT:
A pre-treatment permit is not necessary given the use.
EXTERIOR LIGHTING:
Condition of Approval: Lighting needs to be shielded to prevent light trespass.
ENGINEERING:
Conditions of Approval:
Sidewalk to be installed on Chubbuck and Hiram.
Sewer line to be installed at minimum grade.
City will contribute to the cost of installing curb and gutter improvements on east side of Hiram, south of LDS Church access.
If all lots platted now, street frontage improvements are required and applicant will need to dedicate another 10 feet of right-of-way on Philbin to line up with University Bible Church
right-of-way dedication.
Option to reduce pavement width on Hiram and do ribbon curb, swale and sidewalk and have 48 feet instead of 59. Would likely need to increase size of utility easement, typically 15
feet, currently shows 10 feet. Applicant said Hiram doesn’t exactly line up across Chubbuck so if they do it any skinnier it will throw it off even more.
Concerns with private water line to fire hydrants due to maintenance and liability issues. If line remains public will need to have an acknowledgment of liability in the Development
Agreement. If private line backflow prevention testing will be required. Per applicant, lines typically become City property.
FIRE DEPARTMENT:
Will have Chubbuck Road address.
Concerns about interior fire hydrants and water lines regarding maintenance and liability.
Condition of Approval: Need to have recorded development agreement that states liability for interior hydrants and water lines.
Condition of Approval: Knox box will be required and a visible street address. Two interior hydrants will need bollard protection. Knox box will need to have either a code or switch
on the gate motor, switch is a little faster.
BUILDING DEPARTMENT:
Can be a single lot plat. Both the preliminary plat and final plat will need to go through Land Use Commission and City Council.
Condition of Approval: Submit plans to the Building Department.
POLICE DEPARTMENT:
No concerns.
NONRESIDENTIAL WASTEWATER PERMIT:
Condition of Approval: Will need to complete a non-industrial wastewater permit.
BUSINESS LICENSE:
Condition of Approval: Required if not already obtained.
DEVELOPMENT AGREEMENT:
Condition of approval: Development Agreement to address public/private water line and will address liability.
