Design Review Committee Meeting Minutes (with applicant)
June 23, 2020
Applicant: Amerititle/Patriot Commercial
Proposed site address: 146 E. Chubbuck, Patriot Commercial Subdivision
Present: Kevin England, Mayor; Rodney Burch, Public Works Director; Devin Hillam, Community
Planning and Economic Development Director; Bridger Morrison, City Engineer; Bill
Guiberson, Police Chief; Merlin Miller, Fire Marshal; Don Matson, Planning Manager;
Paul Andrus, Associate Planner; Ron Osborn, Building Official; Josh Packer, Pre-
Treatment Coordinator; Kami Morrison, Office Administrator.

Meeting today is a site plan review for Amerititle. Plans are for a new building east of Soda Barn.
Developer is Patriot Commercial, they will build and lease to Amerititle (developer/builder). They hope
to start construction and occupy this year.
PROJECT REQUIREMENTS
TRAFFIC SAFETY AND TRAFFIC CONGESTION:
Stewart stated they also have access concerns with traffic backing up because of Soda Barn.
They have presented the Developer some options on how to reroute traffic in and out of Soda
Barn but haven’t heard back.
o One idea was to stripe as a dedicated drive through. Would have to widen entrance into
Geronimo’s for in and out lanes and drive through lane. Other idea was to shift two
islands in the middle of the parking lot closer to Geronimo’s by 6 feet. People coming
out of Soda Barn leave the parking lot the same way and get bottled up. Developer was
wanting to wait to see what happens and make changes all at the same time. Will try
and re-route traffic and push it west.
Committee Recommendation: The developer should account for what happens when all other
surrounding pads develop as well.
TRAFFIC STUDIES, UTILITY STUDIES:
The committee did not have any concerns.
OUTDOOR ADVERTISING:
Signage will be out front for whole development and one sign on building.
Condition of Approval: Submit sign plans and designs to the Building Official for processing.
LANDSCAPING:
Stewart has not yet received landscaping plans from Developer.
Condition of Approval: Landscaping plans must be approved before City will issue a building
permit.
Condition of Approval: Developer needs to determine if lot will be split. If the lot will not be
split, landscaping along the entire lot per City Code is required. If the lot will be split, the
replat must be recorded prior to the issuance of the building’s certificate of occupancy and
then landscaping will only be required on the Amerititle lot in order to obtain the certificate of
occupancy.
STRUCTURES AND SITE LAYOUT:
Building will use residential garbage on Branson. Currently using residential because they shred
most documents.
Building is about 3000sq. ft.
2 ADA parking stalls, total of 21 stalls.
Condition of Approval: Parking spaces are shown as 9x18, need to be 180sq feet.
Condition of Approval: If desire to use Geronimo’s dumpster, an agreement between the
users and utility payer should be submitted to the City prior to use.
Condition of Approval: Residential garbage cans and mechanical equipment along Branson
shall be screened somehow from Branson because of adjoining residential neighborhood use.
Show how this will be accomplished in the landscaping plan.
DRAINAGE:
RMES created the master plan for development with an inlet at the south side that pipes to a
pond at the very south of the property. Proposing to put all storm water into that same system.
System is not currently in place but per Stewart, Developer anticipates constructing building,
parking lot and storm water system simultaneously.
Condition of Approval: Developer will need to satisfy issues from previous Engineering punch
lists prior to issuance of a building permit or will need to work out other arrangements with
the Public Works Department, including possible include the development improvements as
part of the design details for the site improvement for this project.
PRETREATMENT:
A pre-treatment permit is not necessary given the use.
EXTERIOR LIGHTING:
Condition of Approval: Lighting needs to be shielded to prevent light trespass.
ENGINEERING:
Platting has been done, although the lot may be planned for future replat (see
comments/condition above)
Hoping to connect to existing water line that was there for the previous home. Water meter
located to the north on Chubbuck Road, can connect and extend to new building.
Aren’t sure exactly where sewer line is. Previously existing sewer line was going to be removed,
hasn’t been yet. Proposing sewer service to new line put in as part of Patriot.
Condition of Approval: Developer will need to satisfy issues from previous Engineering punch
lists prior to issuance of a building permit or will need to work out other arrangements with
the Public Works Department, including possible include the development improvements as
part of the design details for the site improvement for this project
FIRE DEPARTMENT:
Condition of Approval: Knox box will be required and a visible street address.
Condition of Approval: Will have individual address on Chubbuck Road and must be visible.
BUILDING DEPARTMENT:
Condition of Approval: Submit plans to the Building Department.
POLICE DEPARTMENT:
Vehicles stacking on the access road between Soda Barn and the proposed Amerititle site and
out onto Chubbuck Road is a concern.
City Recommendation: The developer should work to address this issue sooner than later and
traffic patterning should address the internal network assuming full build out of sites.
NONRESIDENTIAL WASTEWATER PERMIT:
Condition of Approval: Will need to complete a non-residential sewer application. Josh will
email.
BUSINESS LICENSE:
Condition of Approval: Required if not already obtained.
DEVELOPMENT AGREEMENT:
Revised agreements may be sought in order to obtain building permit through coordination
with the Engineering Department to ensure completion of outstanding punch list items.
