Design Review Committee Meeting Minutes (with applicant)
June 23, 2020
Applicant: Amerititle/Patriot Commercial
Proposed site address: 146 E. Chubbuck, Patriot Commercial Subdivision

Meeting today is a site plan review for Amerititle. Plans are for a new building east of Soda Barn. Developer is Patriot Commercial, they will build and lease to Amerititle. They hope
to start construction and occupy this year.
PROJECT REQUIREMENTS
TRAFFIC SAFETY AND TRAFFIC CONGESTION:
Stewart stated they also have access concerns with traffic backing up because of Soda Barn. They have presented the Developer some options on how to reroute traffic in and out of Soda
Barn but haven’t heard back.
One idea was to stripe as a dedicated drive through. Would have to widen entrance into Geronimo’s for in and out lanes and drive through lane. Other idea was to shift two islands in
the middle of the parking lot closer to Geronimo’s by 6 feet. People coming out of Soda Barn leave the parking lot the same way and get bottled up. Developer was wanting to wait to
see what happens and make changes all at the same time. Will try and re-route traffic and push it west.
Will need to account for what happens when all other surrounding pads develop as well.
TRAFFIC STUDIES, UTILITY STUDIES:
Hoping to connect to existing water line that was there for the previous home. Water meter located to the north on Chubbuck Road, can connect and extend to new building.
Aren’t sure exactly where sewer line is. Previously existing sewer line was going to be removed, hasn’t been yet. Proposing sewer service to new line put in as part of Patriot.
OUTDOOR ADVERTISING:
Signage out front for whole development and one sign on building.
Ron will process sign permit.
LANDSCAPING:
Stewart has not yet received landscaping plans from Developer. Condition that landscaping plans be approved before City will issue a building permit.
Will need to figure out plans for remainder of lot 1. Either landscape entire strip down Branson, 10’ with trees, or split before CO and can only landscaping that lot.
Landscaping plan can come in with Building Permit Application.
STRUCTURES AND SITE LAYOUT: Plan Complies
DRAINAGE:
RMES created the master plan for development with an inlet at the south side that pipes to a pond at the very south of the property. Proposing to put all storm water into that same
system. System is not currently in place but per Stewart, Developer anticipates constructing building, parking lot and storm water system simultaneously.
PRETREATMENT:
EXTERIOR LIGHTING:
Lighting needs to be shielded to prevent light trespass.
ENGINEERING: Platting has been done
Engineering punch list items need to be completed; Developer committed to building storm drain system as well as other items. Per Stewart, Developer has contacted the contractor that
did the work and they will come in and do everything at once. Initial Geronimo’s punch list items were tied to building permits. Work will need to be done before permits are issued.
May require new guarantee, complete by CO.
FIRE DEPARTMENT:
Knox box will be required and a visible street address.
Will have individual address on Chubbuck Road
BUILDING DEPARTMENT:
Building will use residential garbage on Branson. Currently using residential because they shred most documents.
Building is about 3000sq. ft.
2 ADA parking stalls, total of 21 stalls.
Parking spaces are shown as 9x18, need to be 180sq feet.
No access shown with sidewalks from Chubbuck.
Will need crosswalk across access road with ADA ramp and sidewalk.
Might share Geronimo’s dumpster – hoping to use it to start with as a cost savings for the tenant. Residential cans would work.
Cans will need to be stored in back along with mechanical equipment and will need to be screened somehow from Branson because of residential neighborhood zoning. Show with landscape
plan.
Will need formal agreement to use Geronimo’s dumpster.
POLICE DEPARTMENT:
If traffic pattern becomes an issue will have to take action but can work out beforehand. Solution is probably in the parking lot.
NONRESIDENTIAL WASTEWATER PERMIT:
Will need to complete a non-residential sewer application. Josh will email.
