Chubbuck, Patriot Commercial Subdivision Present: Kevin England, Mayor; Rodney Burch, Public Works Director; Devin Hillam, Community Planning and Economic Development Director; Bridger Morrison, City Engineer; Bill Guiberson, Police Chief; Merlin Miller, Fire Chief; Don Matson, Planning Manager; Paul Andrus, City Planner; Ron Osborn, Building Official; Josh Packer, Pre-Treatment Coordinator; Kami Morrison, Office Administrator. Meeting today is a site plan review for Amerititle. PROJECT REQUIREMENTS TRAFFIC SAFETY AND TRAFFIC CONGESTION: Concerns about traffic backing up into Chubbuck Road. Already issues with Soda Barn traffic during peak hours. TRAFFIC STUDIES, UTILITY STUDIES: OUTDOOR ADVERTISING: Signage on building and on Patriot Square sign. LANDSCAPING: Need Landscaping plans from developer. Drawings for sidewalks are different, need to clarify. Make sure landscaping plan includes 10ft strip along sidewalk where house was on corner of Branson. No interior landscaping shown. Recommend condition that landscaping plan is reviewed and approved prior to issuing permits. Need to know intention for remainder of lot. If intend to split lot, can landscape to edge of boundary, if done before CO, if not landscape entire parcel. STRUCTURES AND SITE LAYOUT: Plan Complies If not consuming all of lot 1 plan to re-plat or lot split? If not, need to landscape/improve rest of lot 1. Only consumes north half. Request sidewalk down east side. No way to get pedestrians to facility. Come off of Branson. Ask for pedestrian connections. Sidewalks on east side of road. Alternative would be crosswalk at intersection with some sidewalk. From soda barn lot crossing over. DRAINAGE: Storm drain system does not exist. PRETREATMENT: EXTERIOR LIGHTING: Lighting on building ENGINEERING: Leftover items from previous development agreements. Won’t issue permit until items are done. Developer has been on notice for 3 years now and has ignored requests. Sewer issue, plan to connect to storm drain system that does not exist. Developer never built it. Applicant will need to work out with Developer. FIRE DEPARTMENT: Knox box will be required and a visible street address. Branson or Chubbuck address? BUILDING DEPARTMENT: Email says intend to use Geronimo’s dumpster or residential cart on Branson. Need commitment. Check with Eric about shared dumpsters. May need formal agreement between 2 parties. Dumpster enclosure is also an unfinished item by Developer. Parking stalls not 180sq. feet. 18x9, need to be longer. 10x18 or 9x20. No pedestrian access to Geronimo’s from access road. Mechanical devices on back of building against Branson. AC units, residential cart, etc., will need to be screened because of residential zoning. Screened with vinyl fencing or hedges. POLICE DEPARTMENT: Interior traffic issue. Soda Barn traffic backs up into Chubbuck Road. May need to use other access. NONRESIDENTIAL WASTEWATER PERMIT: Probably 1” service 4” sewer service. No use other than office space. 2 restrooms and breakroom with sink. BUSINESS LICENSE: DEVELOPMENT AGREEMENT: Minutes from today’s meeting were e-mailed or mailed to Design Review Committee on 6.23.20
