Project Name: Car Lot  Applicant Name: Cameron Fehringer  Address: 5012 Yellowstone  Email: fehringer.cameron@gmail.com  Date: December 15, 2020   In attendance via Zoom: Kevin England, Mayor; Rodney Burch, Public Works Director; Devin Hillam, Community Planning and Economic Development Director; Bridger Morrison, Public Works Operations Director and City Engineer; Bill Guiberson, Police Chief; Merlin Miller, Fire Chief; Don Matson, Planning Manager; Paul Andrus, City Planner; Ron Osborn, Building Official; Mark Wilding, Josh Packer, Pre-Treatment Coordinator; Kami Morrison, Municipal Services Program Administrator. Traffic Safety and Traffic Congestion: (ingress, egress, off-street parking, unloading) Require pedestrian ramps be brought up to code. Approach improvements? Require pedestrian connection from building to Yellowstone? No. Will applicant need a new/revised access permit from ITD? Traffic Studies, Utility Studies: (as requested) Advise applicant that sewer line runs through property 3. Drainage: (storm & surface water, to be engineered, retained on site) Stormwater retention would have to be recalculated later if the property is paved. Applicant could do stormwater engineering now to satisfy both gravel or paved conditions. 4. Pretreatment / Nonresidential Waste Water Permit: (grease or oil/silt separator) Secondary containment of oil, Auto application 5. Development Agreement (when needed) Development agreement for storm water 6. Structures and Site Layout: (exterior design, buffering, fencing, dumpster enclosure) Need to keep 10 foot landscape buffer between parking lot/vehicle display and sidewalk Gravel/paving – require him to come back to design review in future, 2 years? Parking and inventory space. Prefer more landscaping vs asphalt, paving in from street 10-15 parking spaces already exist. Condition of approval: parking spaces need to be striped. Condition of approval: minimum distance of 3 feet between vehicles for sale. Provide copy of 18.12.030M to applicant (also sent on 11/20 via email). 7. Building Department: (professionally approved plans, ADA compliance, dumpster enclosure) Dumpster enclosure, residential cart? 8. Signs / Advertising: (advertising signs, height, structure) There are 2 poles on site that can be used for a sign 9. Landscaping: (ordinance copy, approved tree list) Using metal fence or shrubs, chain link? May move white fence Increased landscaping would increase redevelopment ability and decrease visibility of storage containers next door. Bring front landscaping strip up to code with trees 1 for every 50 ft. of Yellowstone frontage (2 additional trees needed along frontage). Recommend small trees that won’t interfere with overhead utilities. Shrubs should also be included per code, since it’s essentially a new landscaping area. 10. Exterior lighting: (light shielding, light trespass) There are existing lights on poles from prior business – they will need to meet lighting standards 11. Development: (platting, addressing) Short plat required 12. Fire Department: (Knox Box, fire hydrant locations, sprinkling, visible street address) Address visible from street and Knox box 13. Police Department: (safety issues) No concerns 14. Business License: (before opening)
