Design Review Meeting Minutes (w applicant)
Design Review Purpose: To guide the general appearance and arrangement of commercial, industrial and intense residential uses in order to create an attractive and dynamic "downtown
business center", assure the compatibility of satellite commercial establishments and industrial areas with their surrounding neighborhoods, and assure the compatibility of dense residential
land uses with surrounding neighborhoods.

In attendance via Zoom: Kevin England, Mayor; Rodney Burch, Public Works Director; Devin Hillam, Community Planning and Economic Development Director; Bridger Morrison, Public Works
Operations Director and City Engineer; Bill Guiberson, Police Chief; Monty Mecham, Chubbuck Fire Department; Don Matson, Planning Manager; Ron Osborn, Building Official; Kami Morrison,
Municipal Services Program Administrator, and Cameron Fehringer, applicant.
Applicant would like to put in a 40x80 foundation, metal structure with office and shop. Applicant plans to park cars in surrounding gravel area and to eventually pave. Will look similar
to 5030 Yellowstone when complete which is their existing car lot.
Traffic Safety and Traffic Congestion: (ingress, egress, off-street parking, unloading)
Condition of approval: Pedestrian ramps need to be brought up to code.
May require new/revised access permit from ITD. Contact ITD District 5.
Traffic Studies, Utility Studies: (as requested)
Condition of approval: Applicant needs to submit a storm water report from site engineer.
Applicant was advised of north south sewer line on property, easement will need to be maintained.
3. Drainage: (storm & surface water, to be engineered, retained on site)
Condition of approval: Initial storm water design could account for future pavement to avoid having to add additional infrastructure later.
4. Pretreatment / Nonresidential Waste Water Permit: (grease or oil/silt separator)
No plans for floor drains. Applicant has arrangement with Monkey Shine for washing and will use containers for oil. Applicant was advised if they deviate from that they will need oil/water
separator outside of building.
Condition of approval: Applicant will need a wastewater discharge permit.
5. Development Agreement (when needed)
Condition of approval: Development agreement required for storm water and any other items applicant will be required to maintain.
6. Structures and Site Layout: (exterior design, buffering, fencing, dumpster enclosure)
Condition of approval: Need to keep 10 foot landscape buffer between parking lot/vehicle display and sidewalk
Condition of approval: parking spaces need to be striped.
Condition of approval: minimum distance of 3 feet between vehicles for sale.
7. Building Department: (professionally approved plans, ADA compliance, dumpster enclosure)
Applicant plans to use residential cart.
Condition of approval: applicant will need to submit an engineered set of drawings.
Condition of approval: applicant will need to obtain an Erosion and Sediment Control Permit.
8. Signs / Advertising: (advertising signs, height, structure)
Applicant may add signs later onto existing poles. For now will only have signage on building.
9. Landscaping: (ordinance copy, approved tree list)
Condition of approval: Landscaping needs to be brought up to code; 1 tree for every 50 ft. of frontage, and 1 shrub for each 5 linear feet of landscaped area. See note below.
Condition of approval: Parking spaces need to be striped, 180 sq. feet per code (10x18).
10. Exterior lighting: (light shielding, light trespass)
There are existing lights on poles, applicant plans to relocate.
Condition of approval: will need to meet lighting standards.
11. Development: (platting, addressing)
The site has an existing address to be used
Condition of approval: file for City approval of a short/final plat. Parcels haven’t been subdivided (street hasn’t been dedicated, etc.), filing a plat will take of that.
12. Fire Department: (Knox Box, fire hydrant locations, sprinkling, visible street address)
Condition of approval: address visible from street, 6” minimum height for lettering in a contrasting color and will need to purchase a Knox box.
13. Police Department: (safety issues)
No concerns
14. Business License: (before opening)
Will obtain later.
Note on landscaping: The frontage of the site is approximately 245’ – requires 5 trees within the 10’ landscape strip. They can be arranged as desired and to fit for the species selected,
and you can use the existing trees if they are healthy. Because of overhead power lines, you should look for smaller tree species if you are putting in anything new. The second part
of the requirement is 1 shrub for each five linear feet of landscaped area on the frontage. The driveway/access is about 40’ wide, so you’ll have about 205’ of linear feet landscaped
in front. I’m not sure on the exact length of your landscaped area or the final shrub requirement.
