Brandon Jackson, Facilities Manager for ICCU, was in attendance. Meeting today is a site plan review for a storage building located at 4528 Burley Drive. City Council on April 4th approved the zone change from limited commercial (C-1) to general commercial (C-2). PROJECT REQUIREMENTS TRAFFIC SAFETY AND TRAFFIC CONGESTION:  Applicant states there will be less than 10 vehicles a day  Fence on the North side of the entrance lane needs to remain unblocked for Emergency vehicles at the Storage units to the North. TRAFFIC STUDIES, UTILITY STUDIES:  Gravel on the 25’ wide entrance at Burley Drive will have asphalt the length of the lane. LANDSCAPING:  5% of the paved area needs to be landscaped.  Keep the requirements of the Conditional Use Permit.  Land Use commission moved and approved that fencing is not required.  Landscape buffer against the residential properties to the West is going to be built. The same landscaping that is on the campus will be planted.  Parking lot will be gravel at this time – possibly asphalt in the future. STRUCTURES AND SITE LAYOUT:  Fence along railroad was dilapidated so it was rebuilt, also behind Lish’s property.  No dumpster needed because of the number of dumpsters on campus.  Meter can has 2 meters. Brandon will address on his final plans. DRAINAGE:  Storm water drainage needs to be engineered and retained on site. EXTERIOR LIGHTING: Lighting needs to be shielded to prevent light trespass.  Approved the lighting plan submitted with the application. ENGINEERING:  This is a county parcel RCCPC034500 FIRE DEPARTMENT:  Knox box will be on the post at the entrance gate. The lane is open and the gate is closer to the building.  1 fire hydrant is planned at this point. If more buildings are added this will need to be addressed.  Approach is approved.  Address will be on building and by the road.  List of items in the building are no combustibles, ceiling tiles, carpet, Christmas decorations. BUILDING DEPARTMENT: Plans will go to Ray for approval.  Next step is erosion permit from Sean, building permit application from Ray, once approved ICCU can move forward. POLICE DEPARTMENT:  No issues NONRESIDENTIAL WASTEWATER PERMIT:  Not required BUSINESS LICENSE:  In place for Idaho Central Credit Union DEVELOPMENT AGREEMENT:  Not required IMPACT FEES  Covered by Primary Structures, this is an accessory use The meeting minutes were emailed to Brandon on 4.16.19 bjackson@iccu.com
