Colter Kamo, the owner, was in attendance. David Ruby, the architect, was on a conference call. Meeting today is a site plan review for an assisted living center on East Siphon Road and Whitaker Road. PROJECT REQUIREMENTS TRAFFIC SAFETY AND TRAFFIC CONGESTION: o Depth of access is a concern. This applies to both entrances with how tight it is if there is a car trying to enter and exit at the same time. Bridger will send the Access Management Guideline to David. Width is not the concern just the depth. o Site triangles are discusses in the Access Management Guideline Bridger is sending. TRAFFIC STUDIES, UTILITY STUDIES: o Sidewalks need to connect from the building site sidewalks to the street sidewalks with ADA access. OUTDOOR ADVERTISING: Ray will process the sign permit application. LANDSCAPING: 5% of the paved area needs to be landscaped. A 10’ landscaping strip is required on the street frontage. 1 tree every 50 feet needs to be planted, they can be clumped together. Tree list was provided. STRUCTURES AND SITE LAYOUT: o Sanitation trucks need more room to turn around. They will add a hammerhead to the plans. Deliveries will be by the kitchen. PRETREATMENT: Minimum 1,500 gallon grease or oil/silt separator o To be on Building plans EXTERIOR LIGHTING: o Lighting needs to be shielded to prevent light trespass. FIRE DEPARTMENT: o Merlin Miller will provide lock box information to David. o Building is sprinkled so the plans need to be approved by the State Fire Marshall and they are 2 months out. BUILDING DEPARTMENT: Plans will go to Ray for approval. o Applicant would like the address to be Siphon Road. Siphon Road will possibly change names. POLICE DEPARTMENT: No issues o Near the Porte Cochere is usually where the fire trucks park and a car can still get around the emergency vehicles. Stripes will be near the doors so no one will park. Applicant will review the plans and make the necessary changes for wider space. Fire code for the Porte Cochere is 13’6” high. NONRESIDENTIAL WASTEWATER PERMIT: o Required with building permit. CONDITIONAL USE PERMIT o Conditional Use Permit application can be submitted at any time. It will take about 60 days. The application will go before the Land Use commission. BUSINESS LICENSE: o Required and will take approx. 2 weeks. DEVELOPMENT AGREEMENT: o The Development Agreement is required before the final plat. This agreement may be with Lyn Yost, Rodney Burch will make that decision. IMPACT FEES o Impact fees were given to applicant. Water and sewer connection fees will also be required.
