Design Review Committee Meeting Minutes (with applicant)
August 13, 2019
Applicant: Blaze Sign
Proposed site address: Gem Prep Charter School
Present: Rodney Burch, Public Works Director; Devin Hillam, Community Planning and
Economic Development Director; Bridger Morrison, City Engineer; Don Matson,
Senior Planner; Paul Andrus, City Planner; Merlin Miller, Fire Chief; Kami
Morrison, Office Administrator. From Blaze Sign, Justin (fabricator) and Nicki
Johnson.
Meeting today is a site plan review for monument sign at Gem Prep
PROJECT REQUIREMENTS
OUTDOOR ADVERTISING: Sign was not considered or proposed as part of the original Gem Prep
Design Review. The Committee is concerned current location looks like it will likely cause a site
triangle issue for traffic. Options to resolve the issue could be a to push the painted stop bar out
towards mall ring road and move sign a little further east. Nicki said they did take that into
consideration. Justin stated with long curve hard to judge where to go with site triangle. Got it
as close as he could but hasn’t seen where actual stop bar is. If moved closer to building the
better. Nicki questioned visibility with double sided sign. Discussion of real site triangle not
where stop bar is painted. Rodney offered to have an inspector go out with them and look at
where site triangle is. Justin and Nicki would like to meet on site to get a good visual. Other
option is to put on pole. In order to meet site triangle requirements, the pole sign would need
to be higher than 8’. Justin said they did discuss that but Gem Prep was against a pole. Also
discussed blade signs but want to keep height down. Justin spoke with Tiffany at Pro Builders
about chain link fence and trying to move it back for better visibility. Didn’t happen, would have
effected walking track.
Requirement: Justin and Nicki will meet with inspectors to get a concept of new site
triangle. Nicki will then discuss with Gem Prep. Safety is priority. Did receive mall
approval. Group will meet on site with inspector and building official and will require an
updated site plan based on the on-site meeting and direction determined by the
applicants. An email from Devin Hillam, Community Planning & Economic Development
Director, was sent to Tiffany and Blaze Signs at 2:35 PM today with a proposal that would
address the sign location, traffic flow, and the site triangle and Devin asked for the
applicants to submit a final site plan to the Building Department.
LANDSCAPING: N/A
STRUCTURES AND SITE LAYOUT: Only concern is site triangle issue as previous addressed.
DRAINAGE: N/A
PRETREATMENT: N/A
EXTERIOR LIGHTING: Lighting needs to be shielded to prevent light trespass.
ENGINEERING: Only concern is site triangle issue as previous addressed.
FIRE DEPARTMENT: N/A.
BUILDING DEPARTMENT: Plans will go to Ray for approval.
POLICE DEPARTMENT: No issues
NONRESIDENTIAL WASTEWATER PERMIT: N/A
BUSINESS LICENSE: N/A
DEVELOPMENT AGREEMENT: N/A
